No person or persons shall assemble or loiter upon the streets of the Village of Manchester or in doorways or stairways adjacent thereto or collect in crowds thereon for unlawful or idle purposes, or commit disorderly, profane, vulgar or obscene acts in said places, or annoy or disturb citizens or travelers thereon, or engage in riotous or tumultuous conduct within said Village or disturb the peace and quiet of said Village or of any lawful meeting or assembly held therein.

Whenever any police officer shall, in the exercise of reasonable judgment, decide that the presence of any person in any public place is causing or is likely to cause any of the conditions enumerated in § 188-1 above, he may, if he deems it necessary for the preservation of the public peace and safety, order that person to leave that place. Any person who shall refuse to leave after being ordered to do so by a police officer shall be guilty of a violation of this chapter.

Any person, firm or corporation committing an offense against any provision of this chapter shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article I, General Penalty, of the Code of the Village of Manchester.
