At all driveways hereafter constructed, the top of the curb may be lowered to within one inch of the gutter grade, and the grade of the base of the curb shall be the same elevation as that of the adjoining curb. The gradual slope of the driveway from the curbline to the established sidewalk grade may extend from the curbline for not more than 1/3 of the entire width of the sidewalk or for not more than four feet, whichever shall be the lesser distance; provided, however, that there shall be no abrupt drop or depression where the driveway crosses the sidewalk.
