No driveway across any sidewalk in a residential area shall
exceed 10 feet in width; every driveway shall cross the sidewalk at
right angles and in straight lines and shall be laid at the established
sidewalk grade and in such a manner that the surface water shall be
conducted to the street gutters and not flow upon the street or roadway;
the pavement of any driveway across the sidewalk area shall be of
the same material as that used for the sidewalk, but if constructed
of concrete, shall be not less than six inches in thickness; every
driveway crossing a gutter shall be at the gutter grade and shall
be properly paved.
At all driveways hereafter constructed, the top of the curb
may be lowered to within one inch of the gutter grade, and the grade
of the base of the curb shall be the same elevation as that of the
adjoining curb. The gradual slope of the driveway from the curbline
to the established sidewalk grade may extend from the curbline for
not more than 1/3 of the entire width of the sidewalk or for not more
than four feet, whichever shall be the lesser distance; provided,
however, that there shall be no abrupt drop or depression where the
driveway crosses the sidewalk.

No person shall break any curb, gutter or sidewalk heretofore constructed for the purpose of installing a driveway across the same unless he shall first have obtained a permit from the Building Inspector. Such permit shall be issued upon application made therefor and payment of a permit fee as set forth in Chapter
165, Article
II, Fee Schedule, which fee is hereby established as the charge for such permit. After the issuance of a permit, the driveway shall be constructed under and in accordance with the provisions of this article and any other ordinance or ordinances of the Borough of Mount Ephraim applicable thereto, and subject to the approval of the Commissioner of Public Works or his designated representatives.
As used in this article, the following terms shall have the
meanings indicated:
