A Recreation Board to be known as the Plainfield Township Recreation Board is hereby created and established for the purposes of recommending maintenance, equipment and operation of the Plainfield Township Community Park, the Plainfield Township Municipal Park, the Recreation Trail, the Plainfield Township Grove areas and any other areas, as acquired by the Township and identified by the Board of Supervisors as recreational areas. Recommendations are subject to approval of the Board of Supervisors of Plainfield Township, pursuant to the Second Class Township Code and subject to applicable laws of the Commonwealth of Pennsylvania.

1. 
The Plainfield Township Recreation Board will consist of five members, who shall reside within the Township, and shall serve without compensation, but may be reimbursed for necessary expenses as approved by the Board of Supervisors. The members shall be appointed by the Board of Supervisors to serve a term of five years, or until their successors are appointed.
2. 
Appointment of the first Board shall be as follows:
A. 
One member: one year.
B. 
One member: two years.
C. 
One member: three years.
D. 
One member: four years.
E. 
One member: five years.
3. 
Vacancies on the Board occurring due to expiration of a member's term shall be appointed for five years. Vacancies on the Board other than by expiration of the term shall be filled for the unexpired remainder of the term in the same manner as the original appointee.

1. 
The members of the Plainfield Township Recreation Board shall reorganize during the month of January of each year, and shall hold regular meetings every other month at such time and place as shall be designated. The regular meetings of the Recreation Board shall be advertised on an annual basis, pursuant to the provisions of the Sunshine Law, in the same manner as the regular meetings for the Board of Supervisors are advertised.
2. 
In the event a Recreation Board member fails to attend three consecutive meetings, the Plainfield Township Board of Supervisors may, at its sole discretion, replace that member with a new member who shall serve the unexpired term of the member removed.
3. 
A Chairman, Secretary and other essential officers shall be elected at the annual reorganization meeting to serve for a period of one year.
4. 
The Plainfield Township Recreation Board shall have the power to:
A. 
Adopt rules and regulations for the conduct of business.
B. 
Organize field usage.
C. 
Recommend field maintenance.
D. 
Request equipment replacement.
E. 
Propose budget items for field maintenance, equipment upgrades, buildings, etc.
F. 
Oversee other assignments or projects which the Board of Supervisors assigns, including, but not limited to, Boy Scout and Girl Scout projects, community events and community projects.
G. 
Recommend facility rental and/or field usage fees.
H. 
Provide a copy of the Treasurer's report to the Board of Supervisors.
5. 
All action taken by the Recreation Board shall be subject to the approval of the Board of Supervisors of Plainfield Township and subject to the laws of the Commonwealth of Pennsylvania.
6. 
The Plainfield Township Recreation Board shall have no authority to enter into any contract and/or to incur any obligation that would be binding on the Township of Plainfield, without the approval of the Board of Supervisors. Further, the Secretary of the Plainfield Township Recreation Board shall have the obligation to submit the Recreation Board meeting minutes and/or reports to the Plainfield Township Board of Supervisors and the Board of Supervisors liaison to the Recreation Board within two weeks after the Recreation Board meeting. For the purposes of this Subpart, the Plainfield Township Board of Supervisors shall, at the annual reorganization meeting, appoint a member of the Board of Supervisors on an annual basis to serve as the official liaison to the Plainfield Township Recreation Board.

The Plainfield Township Recreation Board may accept the following from any individual or group, to be used as specified by the donor, and subject to the approval of the Board of Supervisors of Plainfield Township and subject to all moneys being paid directly to the Township and deposited into a recreation fund account. Disbursements of money received shall only be done with the express approval of the Board of Supervisors.

Gifts.

Bequests.

Donation of services.

1. 
The Plainfield Township Recreation Board is required to submit the following reports, in a timely manner, to the Plainfield Township Board of Supervisors:
A. 
Recreation Board meeting minutes shall be submitted within two weeks after the Recreation Board meeting.
B. 
Annual analysis of the Plainfield Township community park, the Plainfield Township municipal park, recreation trail, the Plainfield Township Grove areas and any other areas, as acquired by the Township and identified by the Board of Supervisors as recreational areas. The analysis shall include recommended maintenance items, usability of the fields and suggestions for improvements. The report will be due by September 30 of each year.
C. 
Recommendations for facility rental and/or field usage fees shall be submitted by September 30 of each year.
D. 
In order to be considered in the budget, requested purchases and maintenance requests for the next calendar year are due by September 30 of each year. The fiscal year for the Plainfield Township Recreation Board shall conform to the fiscal year of the Township of Plainfield.
