Words and phrases, when used in this Chapter, shall have the
meanings ascribed to them in the Vehicle Code of Pennsylvania, as
now in force, or as hereafter amended, enacted or reenacted, 75 Pa.C.S.A.
§ 101 et seq., except in those instances where the context
clearly indicates a different meaning. The singular shall include
the plural, the plural shall include the singular, and masculine shall
include the feminine.

All traffic and parking regulations of a permanent nature shall
be enacted as ordinances or as parts of ordinances or as amendments
to ordinances of the Township of Plainfield.

1.
The Board of Supervisors are hereby given power to regulate, restrict,
and prohibit traffic in limited areas for limited times:
A.
In case of fire, flood, storm or other emergency.
B.
In order to facilitate private or public works.
C.
In order to facilitate processions and public events.
D.
To create play highways whereon sledding and coasting shall be permitted
and whereon motor vehicles shall be prohibited. Such temporary and
emergency regulations shall be enforceable by the Board of Supervisors
and the police of the Township in the same manner as permanent regulations.
Any person who shall operate a vehicle in violation of any such regulation
or who shall move, remove, injure, destroy or deface any sign erected
to give notice of any such regulation, shall be liable to the penalty
set forth in the law or elsewhere in this Part for a violation of
such nature, and in case of any violation for which no specific penalty
is set forth in the law or elsewhere in this Chapter, to a fine of
not more than $50 and costs of prosecution, and, in default of payment
of such fine and costs, to imprisonment for not more than 10 days.

The Board of Supervisors may, from time to time, designate locations
upon or along the streets and alleys in the Township where, for a
period of not more than three months, specified traffic and parking
regulations, prohibitions and restrictions shall be in force and effect,
and shall designate such locations by proper signs and markings. Such
regulations, restrictions and prohibitions shall be effective just
as if they had been specified in this Part. No person shall violate
any such regulation, prohibition or restriction or shall move, remove,
injure, destroy or deface any sign or marking erected by authority
of this Section. Any person who shall violate any of the provisions
of this Section shall, upon conviction thereof, be liable to the penalty
set forth in the law or elsewhere in this Chapter for a violation
of such nature, and, in case of a violation for which no specific
penalty is set forth in the law or elsewhere in this Chapter, to a
fine of not more than $10 and costs of prosecution and, in default
of payment thereof, to imprisonment for not more than five days. Provided,
the purpose of this Section is to allow for the test and experimental
determination of the feasibility and desirability of permanent changes
in the ordinances of the Township regulating traffic and parking.

Police officers of the Township are hereby authorized, subject
to the supervision of control of the Board of Supervisors, to direct
traffic on the streets and alleys in the Township and at intersections
thereof, and to enforce the ordinances of the Township and the statutes
of the Commonwealth of Pennsylvania pertaining to traffic and parking.
Members of the Fire Department, when at the scene of a fire, are hereby
empowered and authorized to direct and to assist the police in directing
traffic thereat or in the immediate vicinity and shall, for such purposes,
have the power of a police officer.

The Board of Supervisors have the power and authority to establish,
change and abolish, and to designate by appropriate markings and/or
signs, crosswalks, safety zones, traffic lanes and parking spaces,
by and through the work force of the Street Department, as well as
to install signs and/or to place markings in order to bring to the
attention of operators of vehicles the provisions of the laws of Pennsylvania
and of the ordinances of the Township regulating traffic and parking.
