The purpose of the sketch plan is to establish in advance the overall objectives of the applicant, the extent to which the proposed plan conforms with the provisions of this Chapter, and if such plan qualifies as a minor subdivision, a major subdivision, a resubdivision or a land development. Although sketch plans are not required for major subdivisions or land developments, it is recommended that they be submitted to avoid unnecessary expense and delay in the subsequent review of more detailed preliminary plans and final plans. Comments made on the sketch plan are only recommendations and are not binding.

1. 
Submission.
A. 
Copies of a sketch plan for a proposed subdivision or land development may be submitted to the subdivision administrator by the subdivider or developer, or his representative, authorized to submit the plan at least 28 days prior to a regularly scheduled Planning Commission meeting.

(1) 
Applications which propose 40,000 square feet or more of impervious cover and/or involve new road construction should submit a copy of the sketch plan to the Lehigh Valley Planning Commission for its review.
B. 
Twelve legible black-on-white or blue-on-white prints on paper of the sketch plan shall be required. Plans shall comply with requirements of § 22-403 of these regulations. In addition to the required sets of prints, all required plans for sketch plans shall also be provided to the subdivision administrator in digital format as one PDF on a USB flash drive, CD-ROM, DVD, file-sharing service, or other similar technology approved for use by the subdivision administrator. The digital plans shall be submitted at the same time that the overall application is submitted to the Township. The digital version of the plans shall be formatted in the same scale as the printed version of the plans, and shall be plotted in a manner that will allow for reproduction of the plans at the same scale.

C. 
The subdivision administrator shall refer the sketch plans to the following:
(1) 
One copy to the Township Planning Commission.
(2) 
One copy to the Township Engineer.
(3) 
One copy to the Township Sewage Enforcement Officer.
(4) 
One copy to the Township Planning Commission Solicitor.
(5) 
One copy retained by the Township.
2. 
Review by the Township Planning Commission.
A. 
When a sketch plan has been submitted, such plan shall be reviewed by the Township Planning Commission at its next scheduled meeting.
B. 
The Township Planning Commission shall discuss, with the applicant, and make its recommendations.

1. 
Required Information.
A. 
All sketch plans shall contain the following information:
(1) 
Name and location of subdivision or land development.
(2) 
Names and addresses of:
(a) 
Landowner.
(b) 
Developer.
(c) 
Corporate officers.
(d) 
Person that prepared the sketch plan.
(3) 
Location map at a scale of one inch equals 2,000 feet showing the relation of the site to adjoining properties, and other subdivisions and streets within 1,000 feet, and all zoning district and municipal boundaries within 1,000 feet.
(4) 
General information:
(a) 
North arrow.
(b) 
Graphic scales, one inch equals 50 feet or one inch equals 100 feet.
(c) 
Date of plan.
(d) 
Site boundaries.
(e) 
Boundaries with all adjoining properties with names of adjoining landowners.
(5) 
Zoning requirements:
(a) 
Applicable district.
(b) 
Lot size, maximum density, maximum impervious surface ratio and yard requirements.
(c) 
Required open space.
(6) 
Proposed layout:
(a) 
Total acreage of site.
(b) 
Proposed general lot layout.
(c) 
Proposed general street layout and lineal feet of new streets.
(d) 
Rights-of-way, restrictive covenants, and easements for all drainage, utilities, and other purposes which might affect development.
(e) 
Number of units and types of buildings proposed.
(f) 
Open space areas and recreation areas.
(g) 
Map of entire contiguous holdings of owner or developer showing sketch plan for roads.
(7) 
Plans shall be prepared on a standard sheet of 18 inches by 24 inches or 24 inches by 36 inches.
2. 
Supplemental Information.
A. 
All sketch plans shall contain the following information:
(1) 
Location of natural features on the site.
(a) 
Contour lines at an interval of not more than 20 feet accurately superimposed from the latest USGS quadrangle map.
(b) 
Permanent and seasonal high water table areas.
(c) 
Watercourses, lakes and wetlands, including one-hundred-year flood boundary.
(d) 
Location and extent of various soil types with U.S. Soil Conservation Service classification for each.
(e) 
Rock outcrops and stone fields.
(2) 
Location of existing man-made features:
(a) 
Street names and width of rights-of-way on the site and on immediately adjacent tracts.
(b) 
Existing lot layout on the site and on immediately adjacent tracts.
(c) 
Historic sites or structures, including names and descriptions.
(d) 
Sewer lines, water lines, stormwater drains and culverts.
(e) 
Utility easements and restrictive covenants and easements for purposes which might affect development.
(3) 
Latest USGS quadrangle map or portion thereof with the perimeter of the development accurately plotted thereon.
(4) 
A letter of intent explaining the concept of development proposed for the subdivision tract shall be included with the sketch plan.
