In accordance with Section 340.270 of this Title, except for: (1) emergency vehicles; (2) utility service trucks or vehicles; (3) government agencies and utilities, or their contractors, engaged in construction or maintenance at a location within a local traffic only area or which can only be reached via a local traffic only area; and (4) persons departing from or arriving at a location within a local traffic only area or which can only be reached via a local traffic only area; it shall be unlawful for any person to drive a vehicle at any time upon streets or parts of streets designated as a local traffic only area, as follows:
