All that district of country in the County of Steuben, included
within the following mentioned and described line, shall hereafter
form and constitute the City of Hornell, namely: Beginning at a point
on the present west boundary of the present City of Hornell, said
point being on the division line between Great Lots Numbers 5 and
6 and at the center of a poplar tree thirty-one feet distant north
of the center line of the present state (or county) road to Almond,
thence north along said Great Lot line seven chains and seventy-seven
links; thence north seventy-two degrees east fifteen chains, to the
north side of the road leading to Bald Hill; thence north eighty-four
degrees fifteen minutes east thirty chains to a marked Basswood tree
(said line crossing Erie Railway tracks three chains and fifty-two
links south of south end of the former number two bridge of said railway);
thence along the southwesterly bank of Canisteo River forty-four chains
and eighty-eight links, to the line between Great Lots Numbers 7 and
8; thence southerly along west bank of Canisteo River to a stake (said
stake being south thirteen degrees west and seventy-two feet distance
from a marked elm tree on east bank of said river, and also north
seventeen degrees thirty minutes west and twenty-three and one-half
feet distant from a marked oak tree on west bank of said river); thence
south eighty-four degrees east along the line between the lands formerly
owned by Martin Adsit and Martin Curry, a distance of sixteen chains
and sixty-nine links, to a stake ten rods east of the east line of
Lincoln Street (said stake being south twenty-three degrees west and
twenty-three feet distant from a marked ash tree, and also north fifty
degrees west and thirty-five feet distant from a marked ash tree,
and being on lands formerly owned by Martin Adsit); thence south nine
degrees fifteen minutes east a distance of fifty-six chains and twenty-one
links to the south line of lands formerly owned by Dugald Cameron,
deceased; thence easterly along said south line of Cameron lands to
the line between Great Lots Numbers 9 and 10; thence south along said
line between said Great Lots Numbers 9 and 10, eighty-three chains
and forty-three links, to the present most southerly, boundary of
said city (April 20, 1906); thence continuing south thirteen chains
and three links to a point on the above mentioned line (between Great
Lots Numbers 9 and 10) extended; thence westerly to an iron stake
in the division line between Great Lots Numbers 7 and 8; thence north
eleven degrees fifty-seven minutes fifty-five seconds east, along
said Great Lot line, a distance of one thousand one hundred one and
ten one-hundredths feet to a point, said point being located northerly
from the center line of Spencer Avenue; thence south seventy-five
degrees ten minutes nineteen seconds west, approximately along the
northerly bounds of Gypsy Hill Road, so called, passing through an
existing monument, at a distance of fifty-five and three one-hundredths
feet, a total distance of nine hundred forty-seven and ninety one-hundredths
feet, to a point; thence south sixty-nine degrees seventeen minutes
thirty seconds west, continuing along said approximate northerly bounds,
a distance of five hundred fifty-nine feet, to a point; thence south
forty-three degrees forty-two minutes thirty-one seconds west, continuing
along said approximate northerly bounds, a distance of five hundred
twenty-four and fifty one-hundredths feet, to an existing monument,
said point located along the center line of Prentiss Street, a street
not now in use; thence north seven degrees, fifty-nine minutes forty-two
seconds east, along said center line, a distance of five hundred twenty-seven
and forty-one one-hundredths feet, to a point; thence north forty-one
degrees forty-eight minutes three seconds east, continuing along said
center line, a distance of seven hundred fifty-three and seventy-two
one-hundredths feet to a point, said point intended to be along the
southerly line of year 1906 city line; thence north seventy-eight
degrees fifteen minutes eighteen seconds west, along said 1906 city
line, passing through an iron pipe located along the westerly bounds
of said Prentiss Street, a distance of one thousand one hundred thirty-nine
and forty-three one-hundredths feet, to an existing monument, said
point intended to be located along the westerly city line, the westerly
line of said Great Lot Number 7, thence continuing north along line
between Great Lots Number 6 and 7, eighty-three chains, thence northerly
thirty-two chains and sixty-seven links, more or less, through a point
on the center line and at the westerly end of the concrete pavement
west of the new overhead crossing of the Erie Railroad, to a point
in the recent addition to the Catholic cemetery, said point being
distant northerly one hundred feet from the above-mentioned center
line of western end of concrete pavement; thence northwesterly thirty-five
chains to the place of beginning.
The citizens of this state who may from time to time reside
in said city shall be a municipal corporation in perpetuity, under
the name of the "City of Hornell." Said corporation may take, purchase,
hold and convey real and personal property. It may take by gift, grant,
bequest and devise and hold real and personal estate in trust for
any purpose of education, art, health, charity or amusement; for parks,
gardens and grounds for the burial of the dead or other public use;
and for the erection of statues, monuments and public buildings, upon
such terms as may be prescribed by the grantor or donor and accepted
by said corporation; and it may provide for the proper execution of
such trusts. It may sue and be sued, complain and defend in any court
of law or equity; it may adopt and use a common seal and alter the
same at pleasure; it may do everything necessary to carry into effect
the powers granted to it; and all property, real and personal, rights,
powers, privileges and contracts now possessed, owned, occupied, exercised
or enjoyed by, as well as all the duties, contracts, obligations and
liabilities imposed upon, said City of Hornellsville, are hereby transferred
to, vested in and imposed upon said City of Hornell.

The City of Hornell is hereby divided into ten (10) wards, as
follows:
A. The
First Ward shall include all of said city commencing at the northwest
extremeties of said city and running thence along the northern boundary
of said city until the same intersects the center line of Maple City
Drive; running thence southerly along the center line of Maple City
Drive to the center line of Canacadea Creek; running thence in an
irregular direction along the center line of Canacadea Creek to the
western boundary of the City of Hornell; the remainder of said ward
shall be encased by the western boundaries of the City of Hornell
and the land annexed by the City of Hornell under Local Law No. 1-1969.
B. The
Second Ward shall include all of said city commencing at the intersection
of the northern boundary of said city and the center line of Maple
City Drive; running thence southerly along the center line of Maple
City Drive to a point which intersects with the center line of East
Washington Street; running thence easterly along the center line of
East Washington Street to the center line of the Canisteo River; running
thence southerly along the center line of the Canisteo River to the
intersection of the Canisteo River and Canacadea Creek; running thence
perpendicular to the Canisteo River to the eastern boundaries of the
City of Hornell; running thence northerly and westerly along the boundaries
of the City of Hornell to the point of beginning.
C. The
Third Ward shall include all of said city commencing at the center
line of Canacadea Creek and the center line of Main Street; running
thence south easterly along the center line of Main Street to the
intersection of the center line of Main Street and Hakes Avenue; running
thence northerly along the center line of Hakes Avenue to the intersection
of the center line of Genesee Street; running thence easterly along
the center line of Genesee Street to the intersection of the center
line of Collier Street; running thence northerly along the center
line of Collier Street to the center line of Maple Street; running
thence westerly along the center line of Maple Street to the intersection
of the center line of Sawyer Street; running thence northerly along
the center line of Sawyer Street to the intersection of the center
line of Platt Street; running thence north westerly along the center
line of Platt Street to the center line of Church Street at the Church
Street bridge to a point at the center line of Canacadea Creek; running
thence easterly along the center line of Canacadea Creek to the intersection
of the center line of the Canisteo River. The remainder of said ward
is bounded by the First and Second Wards as hereinbefore described.
D. The
Fourth Ward shall include all of said city commencing at the intersection
of the center line of River Street and Delaware Avenue; running thence
northerly along the center line of Delaware Avenue to a point which
intersects the center line of the Canisteo River with the center line
of Main Street at the East Main Street bridge, running thence westerly
along the center line of Main Street to the intersection of the center
line of Riverside Place; running thence southerly along the center
line of Riverside Place to a point which intersects an easterly extension
of the homes on the north side of Elm Street (It is the express intention
that the homes on the north side of Elm Street are to be included
in the Fourth Ward.); running thence westerly through the homes on
the north side of Elm Street to a point which intersects the southerly
extension of a line through the homes on the westerly side of McDougall
Avenue (It is the express intention that the homes on the west side
of McDougall Avenue are to be excluded from the Fourth Ward and to
be included in the Fifth Ward as hereinafter described.); running
thence northerly along the line of homes on the westerly side of McDougall
Avenue to the intersection of said line and the center line of Main
Street; running thence westerly along the center line of Main Street
to a point which intersects with a line projected from the line of
homes on the westerly side of Olive Place where the same intersects
with the center line of Main Street (It is the express intention that
the homes on the west side of Olive Place are to be included in the
Fourth Ward.); running thence southerly through the western boundaries
of Olive Place to the intersection of said line and a line running
northerly through the homes on the north easterly side of Buffalo
Street; running thence southerly along the northeasterly boundaries
of Buffalo Street to the intersection of said line and the northern
boundaries of Cass Street (It is the express intention that the homes
on the northeasterly side of Buffalo Street are to be excluded from
the Fourth Ward and to be included in the Eighth Ward as hereinafter
described.); running thence easterly along the north boundaries of
Cass Street to the intersection of the center line of Canisteo Street;
running thence southerly along the center line of Canisteo Street
until the same intersects with the center line of Albion Street; running
thence westerly along the center line of Albion Street until the same
intersects with the center line of Hill Street; running thence southerly
along the center line of Hill Street until the same intersects with
the center line of Spruce Street; running thence westerly along the
center line of Spruce Street until the same intersects with the center
line of Vincent Street; running thence southerly until the center
line of Vincent Street intersects with the center line of Ravine Street;
running thence easterly along the center line of Ravine Street until
the same intersects with the center line of Grand Street; running
thence northerly along the center line of Grand Street until the same
intersects with the center line of Pleasant Street; running thence
easterly along the center line of Pleasant Street; due east to the
intersection of the center lines of River Street and Edison Drive;
running thence easterly along the center line of River Street until
the same intersects with the center line of Delaware Avenue.
E. The
Fifth Ward shall include all of said city commencing at the intersection
of the northern boundary of Elm Street where the same intersects with
the center line of Riverside Place; running thence northerly along
the center line of Riverside Place to the intersection of said line
with the center line of Main Street; running thence easterly along
the center line of Main Street to the center line of the Canisteo
River; running thence northerly along the center line of the Canisteo
River to the intersection of said line with the center line of Canacadea
Creek. The remainder of said ward is bounded by the Third and Fourth
Wards as herein before described.
F. The
Sixth Ward shall include all of said city commencing at the intersection
of the center line of East Main Street and the easterly boundaries
of the City of Hornell; running thence westerly to the intersection
of the center line of East Main and the center line of Howard Street;
running thence westerly along the center line of Howard Street to
the intersection of said line with the intersection of the center
line of East Avenue; running thence northerly along the center line
of East Avenue to the intersection of the center line of Canisteo
Avenue; thence running westerly along the center line of Canisteo
Avenue to the intersection of the center line of Myrtle Avenue; running
thence northerly along the center line of Myrtle Avenue until the
same intersects with a line projected through homes on the south side
of Terry Street where the same intersects with the center line of
Myrtle Avenue; running thence westerly along south boundaries of Terry
Street until the same intersects with the center line of Delaware
Avenue (It is the express intention that the homes on the south side
of Terry Street from Myrtle Avenue to Delaware Avenue are to be included
in the Sixth Ward.); running thence northerly along the center line
of Delaware Avenue until the same intersects with the center line
of River Street. The remainder of said ward is bounded by the Second,
Fourth and Fifth Wards as herein before described and the easterly
boundaries of the City of Hornell.
G. The
Seventh Ward shall include all of said city commencing at the intersection
of the center line of the Canisteo River and the southerly boundaries
of the City of Hornell; running thence along the center line of the
Canisteo River to a point where said line intersects with a line through
the homes on the south side of South Street; running thence westerly
through said homes on the south side of South Street to a point which
intersects with the center line of Edison Drive (It is the express
intention that the homes on the south side of South Street are to
be included in the Seventh Ward.); running thence northwesterly along
the center line of Edison Drive until the same intersects with the
center line of River Street; running thence easterly along the center
line of River Street to a point where the same intersects with the
center line of Delaware Avenue. The remainder of said ward is bounded
by the Sixth Ward herein before described and the easterly and southerly
boundaries of the City of Hornell.
H. The
Eighth Ward shall include all of said city commencing at the intersection
of the center line of Crosby Street and the westerly boundaries of
the City of Hornell; running thence easterly along the center line
of Crosby Street until the same intersects with the center line of
High Street; running thence northerly along the center line of High
Street until the same intersects with the center line of Ravine Street;
running thence easterly until the same intersects with the center
line of Vincent Street; running thence northerly along the center
line of Vincent Street until the same intersects with the center line
of Spruce Street; running thence easterly along the center line of
Spruce Street until the same intersects with the center line on Hill
Street; running thence northerly along the center line of Hill Street
until the same intersects with the center line of Albion Street; running
thence easterly along the center line of Albion Street until the same
intersects with the center line of Canisteo Street; running thence
northerly along the center line of Canisteo Street until the same
intersects with the center line of Loder Street. The remainder of
said ward is bounded by the First, Third and Fourth Wards hereinbefore
described and the westerly boundaries of the City of Hornell.
I. The
Ninth Ward shall include all of said city commencing at the intersection
of the center line of Maple City Drive and the southerly boundaries
of the City of Hornell; running thence northerly through the center
line of Maple City Drive to a point where the same intersects with
the center line of Pine Street; running thence westerly along the
center line of Pine Street until the same intersects with the center
line of Canisteo Street; running thence northerly along the center
line of Canisteo Street where the same intersects at the said line
with Crosby Street and Mill Street; running thence westerly along
the center line of Crosby Street until the same intersects with the
center line of Grand Street; running thence northerly along the center
line of Grand Street until the same intersects with the center line
of Ravine Street; running thence along the center line of Ravine Street
until the same intersects with the center line of High Street. The
remainder of said ward is bounded by the Eighth Ward as hereinbefore
described and the westerly and southerly boundaries of the City of
Hornell.
J. The
Tenth Ward shall include all of said city bounded by the Fourth, Seventh
and Ninth Wards as hereinbefore described and the southern boundaries
of the City of Hornell.

The election district of said city shall be constituted by each
of the wards hereinbefore described and shall consist of ten (10)
election districts.
