A. In addition to the parts of the International Building Code of 2018
(IBC) adopted by the Commonwealth of Pennsylvania, Warrington Township
also adopts Appendix C, Agricultural Buildings; Appendix F, Rodent
Proofing; Appendix G, Flood-Resistant Construction; and Appendix I,
Patio Covers.

B. Insertions, deletions, and revisions adopted prior to 1999. Sections
of the IBC are hereby readopted, as follows:
(1) IBC 101.1. Insert: "Warrington Township."
(2) IBC 903.2.4.(1). Use Group F. Change: "12,000 square feet" to "5,000
square feet."
(3) IBC 903.2.7(1). Change Group M from "12,000 square feet" to "5,000
square feet."
(4) IBC 903.2.9(1). Change Group S-1 from "12.000 square feet" to "5,000
square feet."
(5) IBC 903.2.9.1(1). Repair Garages. Change "10,000 square feet" to
"5,000 square feet" as the maximum floor area, before requiring an
automatic sprinkler system in repair garages located in two-story
buildings.
(6) IBC 903.2.10. Change Group S-2. An automatic fire-suppression system
shall be provided throughout Use Group S-2 buildings that exceed 12,000
square feet in area.
(7) IBC 907.2.1. Delete the first sentence of Section 907.2.1 and substitute
the following:
Section 907.2.1. "A manual and automatic fire alarm system shall
be installed in accordance with NFPA 72 in any Group A occupancy,
regardless of occupant load."
(8) IBC 907.2.1. Delete the exception to Section 907.2.1.

(a)
Change: Use Group B. A combination manual and automatic fire
alarm system shall be installed and maintained in all Use Group B
occupancies.

IBC 907.2.24. Add: Use Groups S-1 and S-2. A combination manual

in all Use Group S-1 and S-2 occupancies.

IBC 1612.3. Insert: "Bucks County" as the title of the jurisdiction
for which the Flood Study was published and "March 16, 2015" as the
date of issuance of the Flood Insurance Rate Map.

B. Insertions, deletions, and revisions adopted prior to 1999. Sections
of the IPC are hereby amended as follows:
(1) IPC 305.4.1. Insert: "Building sewers that connect to private sewage
disposal systems shall be a minimum of 36 inches below finished grade
at the point of septic system connection. Building sewers shall be
a minimum of 36 inches below grade."
(2) IPC 701.2. Change: Sewer Required. Change "International Private
Sewage Disposal Code" to "the rules and regulations of the Pennsylvania
Department of Environmental Protection."
(3) IPC 702.3. Change: Building sewer pipe. Building sewer pipe shall
be service weight cast-iron pipe or SDR-35 PVC pipe. The other materials
listed in Table 702.3 are not approved for use.
C. Insertions, deletions, and revisions adopted since 1999. Sections
of the IPC are hereby amended as follows:
(1) IPC 101.1. Insert: "Warrington Township."
(2) IPC 106.6.2. Change: The fees for all plumbing work shall be as indicated
in the Fee Schedule resolution adopted by the Board of Supervisors.
(3) IPC 106.6.3. Insert: "50%" in two locations.
(4) IPC 108.4. Insert: "a summary offense punishable by a fine of not
more than $1,000 or by imprisonment not exceeding 30 days."
(5) IPC 108.5. Insert: "shall be liable to a fine of not less than $50
or more than $100."
(6) IPC 301.8. Insert: "Connection to Public Water and Sewer. The water
distribution and drainage system of any building in which plumbing
fixtures are installed shall be connected to a public water main and
sewer, respectively, if available. A public water main or public sewer
system shall be considered available to a building when the building
is located within 150 feet of the public water main or sewer."
(7) IPC 903.1. Insert: "All open vent pipes that extend through a roof
shall be terminated at least 12 inches above the roof, except where
a roof is used for any purpose other than weather protection, the
roof extensions shall be run at least seven feet (2,134 mm) above
the roof."

Residential Agricultural District; R-1 Low-Density Residential District;
R-2 Medium-Density Residential District; R-3 Single-Family Residential
District; R-2I Residential Infill District; MR Mixed Residential District;
CR Commercial Residential District; EV Eureka Village District. Such
storage is permitted in the land zoned as follows: IU Institutional
Use District; CE Cemetery District; OS/P Open Space/Parkland District;
WV Warrington Village District; BZ Business Zone District; CBD Central
Business District; IST Industrial Science Technology District; PI-1

(2) IFC 5704.2.9.6.1. Add: Storage of Class I and Class II liquids in
aboveground tanks outside of buildings is prohibited in any area of
Warrington Township within the "fire limits for Class I and Class
II liquids area." The "fire limits for Class I and Class II liquids"
is described as any land zoned R-1 Low-Density Residential District;
R-2 Medium-Density Residential District; R-3 Single-Family Residential
District; R-2I Residential Infill District; MR Mixed Residential District;

Such storage is permitted in the land zoned as follows: RA Residential

(3) IFC 5706.2.4.4. Add: Storage of Class I and Class II liquids in aboveground
tanks on farms and on construction sites is permitted anywhere in
Warrington Township, subject to the requirements found in Section
3406.2.

(4) IFC 6104.2. Add: Storage of liquefied petroleum gas in tanks larger
than 2,000 gallons' capacity is prohibited in any area of Warrington
Township within the "fire limits for liquefied petroleum gas area."
The "fire limits for liquefied petroleum gas" is described as any
land zoned RA Residential Agricultural District; RA-2 Residential
Agricultural District; RA-3 Residential Agricultural District; RA-4
Residential Agricultural District; R/PRD Planned Residential Development
District; R-1 Low-Density Residential District; R-1C Residential District;
R-2 Medium-Density Residential District; R-3 Single-Family Residential
District; R-2I Residential Infill District; IU-A Institutional-Age

of Mechanical Draft and Direct-Venting Systems; Appendix D, Recommended
Procedure for Safety Inspection of an Existing Appliance Installation;
Appendix F, Radon Control Methods; Appendix H, Patio Covers; Appendix
J, Existing Buildings and Structures; and Appendix K, Sound Transmission.

B. Insertions, deletions, and revisions. Sections of the IRC are hereby
amended, as follows:
(1) R101.1. Insert: "Warrington Township."
(2) R105.1. Any owner or authorized agent who intends to construct, enlarge,
alter, repair, move, demolish, or change the occupancy of a building
or structure, or to erect, install, enlarge, alter, repair, remove,
convert or replace any electrical, gas, mechanical or plumbing system,
the installation of which is regulated by this code, or to cause any
such work to be done, shall first make application to the Building
Code Official and obtain the required permit.

(3) R105.2. Work exempt from permit. Permits shall not be required for
the following. Exemption from the permit requirements of this code
shall not be deemed to grant authorization for any work to be done
in any manner in violation of the provisions of this code or any other
laws or ordinances of this jurisdiction.
Building:

One-story detached accessory structures, provided the floor
area does not exceed 192 square feet. Zoning permit is required.
|
2.
|
Fences not over six feet high. Zoning permit is required.
|
3.
|
Retaining walls that are not over four feet (1,219 mm) in height
measured from the bottom of the footing to the top of the wall, unless
supporting a surcharge. Zoning and building permits are required.

not exceed 5,000 gallons (18,927 liters) and the ratio of height to
diameter or width does not exceed 2:1. Zoning permit is required.

Sidewalks and driveways not more than 30 inches (762 mm) above
adjacent grade and not over any basement or story below. Zoning permit
is required.

|
Painting, papering, tiling, carpeting, cabinets, countertops
and similar finish work.

Prefabricated swimming pools that are less than 24 inches (610

The stopping of leaks in drains, water, soil, waste or vent
pipe; provided, however, that if any concealed trap, drainpipe, water,
soil, waste or vent pipe becomes defective and it becomes necessary
to remove and replace the same with new material, such work shall
be considered as new work, and a permit shall be obtained and inspection
made as provided in this code.

|
The clearing of stoppages or the repairing of leaks in pipes,
valves or fixtures, and the removal and reinstallation of water closets,
provided such repairs do not involve or require the replacement or
rearrangement of valves, pipes or fixtures.

(5) Insert R328. Automatic Sprinkler System.

(a)
An automatic sprinkler system shall be provided throughout all
new single-family detached dwellings and townhouses, including attached
garages. Additionally, an automatic sprinkler system shall be provided
throughout existing residential structures undergoing complete reconstruction.
Such systems shall be designed in accordance with the current edition
of NFPA 13D and 13R. The riser shall be designed in accordance with
Standard Detail W6, Typical Residential Meter and Sprinkler Installation,
found in the Warrington Township Water and Sewer Specifications. The
pipes may be insulated in accordance with the Standard Residential
Details for Water/Sprinkler Connections. For the purpose of this section,
complete reconstruction shall mean the removal and replacement, or
the covering of existing materials, elements, equipment or fixtures
using new materials, elements, equipment or fixtures.
(b)
Exceptions:

Bathrooms having an area of 55 square feet or less.

Closets having an area of 24 square feet or less.

(a)
Any sprinklered house may have a basement converted into living
space without providing secondary egress, except conversion to sleeping
rooms is prohibited unless egress is provided in accordance with the
requirements of Section 310.
(b)
Any nonsprinklered house must provide proper egress in accordance
with the requirements of Section 310.
(7) P2603.5.1 Insert: Building sewers that connect to private sewage
disposal systems shall be a minimum of 36 inches below finished grade
at the point of septic system connection. Building sewers shall be
a minimum of 36 inches below grade.
(8) P3002.2. Building Sewer. Building sewer piping shall be service-weight
cast-iron pipe or SDR plastic pipe. The other materials listed in
the code are not approved. Forced main sewer piping shall conform
to one of the standards for ABS plastic pipe, cast-iron pipe, copper
or copper-alloy tubing, PVC plastic pipe, or pressure-rated pipe listed
in Table P3002.2.

In addition to the parts of the International Existing Building
Code of 2018 adopted by the Commonwealth of Pennsylvania, Warrington
Township also adopts Appendix B, Supplementary Accessibility Requirements
for Existing Buildings and Facilities.
Upon the effective date of this article, Ordinance 2007-O-08
and subsequently adopted amendments are hereby repealed.
This article shall become effective on the date of approval
of this article by the Pennsylvania Department of Labor and Industry.
