All City elections shall be conducted and held in conformance
with the provisions of Chapter 115, RSMo.
Any person who desires to become a candidate for an elective
City office at the general City election shall file with the City
Clerk, not prior to the hour of 8:00 A.M. on the 17th Tuesday prior
to, nor later than 5:00 P.M. on the 14th Tuesday prior to the next
City municipal election, a written declaration of his/her intent to
become a candidate at said election. The City Clerk shall keep a permanent
record of the names of the candidates, the offices for which they
seek election, and the date of their filing, and their names shall
appear on the ballots in that order.
The City Clerk shall, on or before the 17th Tuesday prior to
any election at which City offices are to be filled by said election,
notify the general public of the opening filing date, the office or
offices to be filled, the proper place for filing, and the closing
filing date of the election. Such notification may be accomplished
by legal notice published in at least one (1) newspaper of general
circulation in the City.
In City elections, the City Clerk shall notify the Board of
Election Commissioners prior to 5:00 P.M. on the 10th Tuesday prior
to any City election except as noted in Section 115.125, RSMo. The
notice shall be in writing, shall specify that the Board of Aldermen
is calling the election, the purpose of the election, the date of
the election, and shall include a certified copy of the legal notice
to be published including the sample ballot. The notice and any other
information required by Section 115.125, RSMo., may, with the prior
notification to the election authority receiving the notice, be accepted
by facsimile transmission prior to 5:00 P.M. on the 10th Tuesday prior
to the election, provided that the original copy of the notice and
a certified copy of the legal notice to be published shall be received
in the office of the election authority within three (3) business
days from the date of the facsimile transmission.

The City of Velda Village Hills is hereby divided into two (2)
wards. Two (2) Aldermen shall be elected from each ward by the qualified
voters thereof, and the first election for Aldermen shall be in April
of 2016. At such election, the person receiving the highest number
of votes in each ward shall hold his or her office for two (2) years,
and the person receiving the next highest number of votes shall hold
his or her office for one (1) year. Thereafter, each ward shall elect
annually one (1) Alderman, who shall hold his or her office for two
(2) years.

A. Ward One shall consist of all of the area of the City contained within
the following boundaries: beginning at the northwest corner of the
City limits of the City of Velda Village Hills and following the northern
boundary line of said City limits easterly along said line that is
also the rear property line of Edison Avenue to the northeast corner
of the City limits at the intersection of the western right-of-way
of Avondale Avenue, then southerly to the intersection of rear property
lines of Edison Avenue and Glenmore Avenue, then westerly along said
rear property line to an intersection of the eastern rear property
line of Gary Avenue and the western rear property line of Capehart
Drive, then southerly along said rear property lines crossing Perry
Avenue and continuing southerly to the intersection of the southern
right-of-way of Myron Avenue, thence westerly along the south right-of-way
line of Myron Avenue to the intersection of the west lot line of 6736
Myron Avenue, thence southerly along said western lot line to intersection
of the south lot line and southerly City limit line, then westerly
along south City boundary line to the southwest City boundary corner,
then northerly along western City boundary to the point of beginning.
B. Ward Two shall consist of all of the area within the City of Velda
Village Hills that is not included in Ward One.
C. A map of the Wards is attached hereto and incorporated by reference
herein.
