No person shall park any vehicle upon a street, other than an
alley, in such a manner or under such conditions as to leave available
less than ten (10) feet of the width of the roadway for free movement
of vehicular traffic.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than ten (10)
feet of the width of the roadway for the free movement of vehicular
traffic, and no person shall stop, stand or park a vehicle within
an alley in such position as to block the driveway entrance to any
abutting property.
The City Traffic Engineer is authorized to erect signs upon
the left-hand side of any one-way street to prohibit the standing
or parking of vehicles, and when such signs are in place, no person
shall stand or park a vehicle upon such left-hand side in violation
of any such sign.
In the event a highway includes two (2) or more separate roadways
and traffic is restricted to one (1) direction upon any such roadway,
no person shall stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are erected to permit such standing
or parking. The City Traffic Engineer is authorized to determine when
standing or parking may be permitted upon the left-hand side of any
such one-way roadway and to erect signs giving notice thereof.

A. Any person who resides in the City of Velda Village Hills and is
physically disabled as defined in Section 301.142.1, RSMo., may apply
to the Board of Aldermen of the City of Velda Village Hills for a
permit to erect a sign designating a parking space for a disabled
person. All applicants for permits for designated parking spaces shall
be the holder of a permanent placard or license designating "physically
disabled" as issued by the Missouri Department of Revenue.
B. All parking spaces designated for physically disabled persons shall
not exceed twenty-two (22) feet in length and shall be located adjacent
to the residence of the eligible applicant. Each designated space
shall be marked with a sign utilizing the international symbol of
access depicting "handicapped parking."
C. The cost of the "handicapped parking" sign and its erection shall
be the sole expense of the permit holder.
D. Upon the submission of an application for permit to erect a sign
designating a parking space for a disabled person, the Board of Aldermen
of Velda Village Hills shall consider the following factors in its
grant of a permit:
1.
The availability of a driveway or off-street parking to the
applicant.
2.
The nature of the physical disability of the applicant as it
relates to their ability to walk distances of fifty (50) feet or more.
3.
The impact of the restricted parking on the general flow of
traffic based on sound engineering judgment.
4.
Whether the designated parking space will be in use for the
parking of a properly marked vehicle for at least five (5) days or
nights of the week for at least six (6) hours.
E. Permits for the erection of designated parking spaces may be renewed
annually by filing an application for renewal before the annual renewal
date.
F. Failure to comply with the provisions of this Section can result
in the imposition of a fine in an amount not to exceed one hundred
dollars ($100.00) for each violation. In addition, the cost of removal
of any unauthorized signs shall be the responsibility of the owner
of the property authorizing the erection of the sign.
