No person, partnership, corporation or other entity shall locate a manufactured home on any lot or other real estate in the City of Greenfield without having the written permission of all adjacent lot or property owners within two hundred (200) feet of the property desiring to place said manufactured home on.

A. 
Written consent of all adjacent lot or property owners within two hundred (200) feet of the property on which a manufactured home is to be placed, as required by Section 405.010, shall on a form prescribed by the City show the date on which each lot or property owner signed the form and shall be effective for a period of no more than six (6) months from the date each lot or property owner signed the consent.
B. 
No manufactured home shall be moved into the City or relocated within the City without a valid permit issued under Section 500.170 of the City Code. No permit shall be issued prior to a duly executed written consent form being filed with the City.

No manufactured home shall be placed on any lot or other real estate in the City of Greenfield without first obtaining a building permit authorizing the placement of said manufactured home in accordance with the building codes then in effect for single-family residences.

As used in this Chapter, the following terms shall have these prescribed meanings:
MANUFACTURED HOME or MOBILE HOME
A factory-built structure more than eight (8) feet in width and thirty-two (32) feet or more in length, equipped with the necessary service connections and made so as to be readily movable as a unit on its own running gear and designed to be used as a single-family dwelling unit with or without a permanent foundation. The term "mobile home", as used in the City Code, shall be included in and synonymous with the term "manufactured home". Trailer homes more than eight (8) feet in width and thirty-two (32) feet or more in length or trailer homes eight (8) feet or less in width and thirty-two (32) feet or less in length but which are connected to the City water and sewer service and used as a permanent residential dwelling shall be deemed a manufactured home under the provisions of the City Code.
MANUFACTURED HOME PARKS
A parcel of land which has been improved for the placement of two (2) or more manufactured homes to be used as residential dwelling units.
PARKING SPACE
A minimum area of eight and one-half (8 1/2) feet by eighteen (18) feet of space set aside or designed for accommodating the temporary storage of a motor vehicle.
WITHOUT A PERMANENT FOUNDATION
Indicates that the support system is constructed with the intent that the manufactured home thereon may be moved from time to time at the convenience of the owner.

A. 
No person shall locate or relocate or move into the City any manufactured home which is more than five (5) years old or that does not bear the seal used by the Missouri Public Service Commission, U.S. Department of Housing and Urban Development or its agent displayed on the exterior of the manufactured home certifying that the home meets the requirements of the Code of Manufactured Home Standards.
B. 
Any manufactured home constructed prior to 1997 but located in the City at the time of the enacting of this Section 405.040 shall be exempt from this provision so long as the manufactured home remains in the same location.

A. 
A manufactured home shall not be occupied for dwelling purposes unless it is properly placed and secured and connected to water, sewage and electrical utilities in the manner required by the building codes of the City and as specified in this Section.
1. 
All potable water connections shall be of metal pipe or copper tubing insulated in such a manner as to prevent freezing and bursting.
2. 
Sewer connections from the manufactured home to the City sewer shall be made with four-inch diameter Schedule 40 solid sewer pipe. All joints shall be watertight and no liquid wastes shall be discharged onto or allowed to accumulate on the ground surface.
3. 
Electrical service to the manufactured home shall be to an approved electrical service pedestal which shall be hardwired or connected to the pedestal with the manufacturer's supplied cord and plug. All electrical service wiring shall be installed and maintained in such a manner so as not to be exposed to damage from motor vehicles, lawn mowers or other objects.
4. 
Upon compliance with the provisions of this Section and the building codes of the City, the Building Inspector shall certify on the building permit that the manufactured home is ready for occupancy. Water and sewer service shall not be provided by the City until the Building Inspector determines that the manufactured home is ready for occupancy.

Substandard manufactured homes shall be subject to all standards, requirements and procedures for repair, vacation or demolition of buildings or other structures set forth in Chapter 505 of the Code.

A. 
The area on which the manufactured home is placed shall be improved so as to provide adequate foundation for the placement and tie-down of the manufactured home thereby securing the structure against uplift, sliding, rotation and overturning.
1. 
The manufactured home shall be installed and bolted to a permanent concrete or concrete block foundation or placed on concrete pillars or concrete blocks spaced and sufficiently anchored so as to prevent the manufactured home from heaving, shifting or sliding due to frost action, inadequate drainage, vibration, wind or other forces acting on the structure.
2. 
The manufactured home site shall be provided with anchors and tie-down such as cast-in concrete "dead men", eyelets imbedded in concrete foundations or runways, screw augers or other devices securing the stability of the manufactured home.
3. 
Anchors and tie-downs shall be placed at least at each corner of the manufactured home and each shall be able to sustain a minimum tensile strength of two thousand eight hundred (2,800) pounds.
4. 
All manufactured homes shall be skirted. The skirting shall be painted metal and done so that it is compatible with the manufactured home unit's siding materials. Composition building board or wood material shall not be used as skirting. Combustible materials shall not be used as skirting and no hay or straw shall be placed around or under the manufactured home.

A. 
Manufactured homes shall be separated from each other and from other buildings and structures by at least thirty (30) feet.
B. 
A deck or awning attached to the manufactured home shall not be considered another structure but shall be considered to be part of the manufactured home.

A. 
No manufactured home park shall be developed or expanded within the City unless the developer obtains the written consent of all adjacent lot or property owners within two hundred (200) feet of the property on which a manufactured home is to be placed as required by Section 405.010 and a permit for the construction of the manufactured home park shall be issued by the City.
B. 
No permit shall be issued for the development or expansion of a manufactured home park within the City unless the developer submits a preliminary drawing or plat showing that the developer intends to comply with the following requirements:
1. 
Every park shall contain an electrical wiring system consisting of wiring, fixtures, equipment and appurtenances which shall be installed and maintained in accordance with the applicable codes and regulations governing such systems. Main power distribution lines shall be located underground or shall be suspended at least eighteen (18) feet above the ground. There shall be a minimum horizontal clearance of three (3) feet between overhead wiring and any manufactured home, service building or other structure. Underground electrical distribution lines shall be located not less than one (1) foot distance from water, sewer, gas or communication lines.
2. 
Each space for a manufactured home shall be provided with a sewer outlet not less than four (4) inches in diameter connected to the main sewer system. Sewer outlets shall be so located on the lot space that the sewer connection will approximate a vertical position. Provision shall be made for capping the sewer connection pipe when a manufactured home does not occupy the space. Surface drainage shall be diverted away from the sewer service connection pipe.
3. 
A separate water meter and shut-off valve shall be installed for each site.
4. 
Each site shall be provided with anchors and tie-down such as cast-in concrete "dead men", eyelets imbedded in concrete foundations or runways, screw augers or other devices securing the stability of the manufactured home. At a minimum, anchors and tie-downs shall be placed for each corner of the manufactured home and each shall be able to sustain a minimum tensile strength of two thousand eight hundred (2,800) pounds.
5. 
Each manufactured home space or lot shall be at least forty (40) feet in width.
6. 
Manufactured homes shall be separated from each other and from other structures by at least thirty (30) feet. Any accessory structure such as attached awnings, decks or carports shall, for purposes of these separation requirements, be considered to be part of the manufactured home.
7. 
Each manufactured home shall be set back at least twenty (20) feet from all perimeter lines of the manufactured home park and shall be set back at least twenty (20) feet from any public street right-of-way. Parking may be allowed within the twenty (20) feet setback.
8. 
At least two (2) gravel or paved parking spaces shall be provided for each manufactured home.
9. 
Any enclosed structure attached to a manufactured home shall be made out of compatible or similar exterior materials and in conformance with City building codes.
10. 
Only commercially produced individual storage buildings shall be placed on any manufactured home site.
11. 
Proper grading and drainage shall be designed to minimize the possibility of soil erosion and flood damage on site.
12. 
Interior roadways shall be paved or graveled.
13. 
All yard areas and other open spaces not otherwise paved or graveled shall be landscaped and maintained.
C. 
The City shall not be responsible for any costs associated in developing or expanding a manufactured home park in compliance with the provisions of this Chapter and the applicable building codes of the City.
D. 
Water and sewer service shall not be provided to a new manufactured home park or expansions of existing parks until the Board of Aldermen determines that the park was developed in compliance with the provisions of this Chapter and the applicable building codes of the City.
