The Borough Council, being the municipal authorities of the
Borough of Wellsboro, hereby signify their intention and desire to
organize an authority under the provisions of the Municipality Authorities
Act of 1945, as amended.

1. The Burgess, President of the Borough Council and Borough Secretary
are hereby authorized and directed to execute on behalf of the Borough
of Wellsboro Articles of Incorporation for said authority providing,
among other things:
A. That the name of the authority shall be Wellsboro Municipal Authority.
B. That the authority is formed under the Act of May 2, 1945, P.L. 382,
as amended, known as the Municipality Authorities Act of 1945.
C. That no other authority has been organized under said Act or under
the Act of June 28, 1935, P.L. 463, and is in existence in or for
the incorporating municipality.
D. That the name of the incorporating municipality is the Borough of
Wellsboro; and setting forth the names and addresses of the municipal
officers constituting the municipal authorities of said municipality,
to wit: the Burgess, President of the Borough Council, Secretary,
Treasurer and Councilmen of the Borough of Wellsboro.
E. That the names, addresses and terms of office of the first members
of the Board of the authority are as follows: [Here followed the names,

F. The terms of existence of the Wellsboro Municipal Authority shall
be for a period ending on February 15, 2036.

members] are hereby appointed by the Borough of Wellsboro for terms
of office expiring one year, two years, three years, four years and
five years, respectively, from January 1, 1951.

The proper officers of the Borough are hereby directed as required
by the Municipality Authorities Act of 1945, to publish notice of
this Part and of the day upon which said Articles of Incorporation
will be filed with the Secretary of the Commonwealth of Pennsylvania;
to file said Articles of Incorporation, together with a certified
copy of this Part authorizing the incorporation of the authority and
the necessary proofs of publication, with the Secretary of the Commonwealth;
and to do all other things necessary or appropriate to effect the
incorporation of the Wellsboro Municipal Authority.

The first project which shall be first undertaken by the authority
shall be to acquire the Wellsboro sewer system together with all its
buildings, pipe lines and all other facilities and to construct and
maintain and operate new sewers and a new sewage treatment plant,
and to fix, charge and collect rates and other charges necessary to
carry out said purposes.

The Council of the Borough of Wellsboro, Tioga County, Pennsylvania,
hereby signifies its intention and desire to organize an authority
under the provisions of the Act of June 5, 1947, P.L. 458, known as
the "Parking Authority Law," its amendments and supplements, for the
purpose of exercising any and all powers conferred by said Act.

The Mayor, President of Council and the Secretary of the Borough
hereby are authorized and directed to execute, on behalf of the Borough
of Wellsboro, Tioga County, Pennsylvania, Articles of Incorporation
for said authority, in substantially the following form:

1. In compliance with the requirements of the Act of June 5, 1947, P.L.
458, known as the "Parking Authority Law," as amended and supplemented,
and pursuant to an ordinance adopted by the municipal authorities
of the Borough of Wellsboro, Tioga County, Pennsylvania, expressing
the intention and desire of the municipal authorities of said municipality
to organize an authority under said Act, the said municipality hereby
does certify:
A. The name of the authority is "Wellsboro Parking Authority."
B. The said authority is formed under the provisions of the Act of June
5, 1947, P.L. 458, known as the "Parking Authority Law," as amended
and supplemented, and is in existence in, or for, the incorporating
municipality.
C. The name of the incorporating municipality is the Borough of Wellsboro,
Tioga County, Pennsylvania.

The adoption of this Part is deemed necessary for the benefit
and preservation of the peace, comfort, safety and general welfare
of, and will increase the prosperity of, the people of the Borough
of Wellsboro, Tioga County, Pennsylvania.
