There shall be established an Ordinance Review Committee as required by Article 10, Section 10-4, of Chapter 72 of the Acts of 2013. The Ordinance Review Committee is a multi-member body as defined in Article 1, Section 1-7, of Chapter 72 of the Acts of 2013 and Article 3, Section 3-3, of Chapter 72 of the Acts of 2013. Each member shall be appointed by the Mayor and subject to City Council approval. The Ordinance Review Committee shall comply with the procedural requirements as set forth in Article 10, Section 10-6, of Chapter 72 of the Acts of 2013.

Editor's Note: This ordinance also repealed Ord. No. 1135, adopted 7-14-2015, which added the Ordinance Review Committee as Art. XLIX, Secs. 2-284 and 2-284.1 through 2-284.3. In addition, this ordinance was originally adopted as Art. XLIX, but was redesignated as Art. L as an Art. XLIX already existed.

(a) 
The Ordinance Review Committee shall consist of five members, all of whom must be registered voters of the City of Pittsfield.
(b) 
One member shall serve a term of one year; another member shall serve a term of two years; another member shall serve a term of three years; another member shall serve a term of four years; and the last member shall serve a term of five years. After the first cycle has expired, each member shall subsequently serve a term of five years.
(c) 
The duty of the Committee shall be to perform periodic reviews of the City of Pittsfield Code as specified in Article 10, Section 10-4, of Chapter 72 of the Acts of 2013.
(d) 
Each member shall serve without compensation.

A member may resign at any time during the course of his/her term, and the Mayor shall fill the vacancy as soon as practicable. Any member appointed in order to fill such vacancy shall serve for the remainder of the departing member's term. The Mayor may remove a member subject to City Council approval; in which event, the Mayor shall fill said vacancy as soon as practicable. Any member appointed in order to fill such a vacancy shall serve for the remainder of the departing member's term.

The Ordinance Review Committee shall deliver its report within two years after commencement of each periodic review. The Committee members may, by a majority vote, extend the time period within which to submit their periodic report, provided that the time period for such extension cannot exceed one year.
