Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described in this section, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

A.

B. 
No motor vehicle shall stop, stand, park on any Township road when NO STOPPING, NO PARKING or any combination of the wording or recognized symbols are posted by a sign on any roadway when, in accordance with this chapter, such activity is intended to be prohibited.
C. 
No person shall stop, stand or park their motor vehicle on any road in the Township of West Vincent as follows:
(1) 
Against the flow of traffic.
(2) 
Double parked.
(3) 
Blocking a street.
(4) 
Leaving or letting stand an abandoned or disabled vehicle.
(5) 
Blocking a driveway, crosswalk or sidewalk.
(6) 
In locations designated in Subsection A of this section where signs prohibit parking or stopping or standing.
(7) 
In a marked or posted fire lane.
(8) 
In a handicapped zone.
(9) 
Within 15 feet of a fire hydrant.
(10) 
Restricting/blocking a means of egress.
(11) 
Where signs prohibit stopping, standing or parking.
(12) 
Obstructing a fire department connection.
(13) 
Where prohibited by the Pennsylvania Vehicle Code.
D. 
No motor vehicle shall be left standing or parked on any Township roadway when any emergency is declared by the Chief of Police, his/her designate, the Township Manager, or the Board of Supervisors that requires the roadway be free of obstruction, or when the owner or owners of said vehicle have been given written or verbal notice by any police officer of the West Vincent Township Police Department that the vehicle is creating a hazard to traffic movement or is an impediment to the safe movement of traffic during a snow or other activity.
E. 
From and after the effective date hereof, no person shall operate, stop, stand or park any vehicle contrary to the provisions of this article as set forth herein.
F. 
The police officers of the West Vincent Township Police Department are hereby authorized to issue parking tickets for any violation of this chapter.
G. 
Parking offense penalties.
(1) 
Any person who violates any of the provisions of this article shall have committed a summary offense and shall, upon conviction, be sentenced to pay a fine of $25 plus costs established by general rule pursuant to Chapter 17 of Title 42, 42 Pa.C.S.A. § 1725.1. Any person accused of a violation of this article may settle with the Township of West Vincent by paying to the Township of West Vincent the sum of $25 within eight days of the time such alleged offense was committed. If the fine is remitted by mail, then a remittance postmarked within the eight-day period shall be considered as meeting file requirements of this subsection. For example, if the alleged offense occurred on a Monday, a remittance postmarked Tuesday of the following week shall be considered timely paid. A receipt shall be issued for all money so received, and such money shall be promptly turned over to the Treasurer to be used in the manner provided for the disposition of fines for traffic violations.
(2) 
The members of the West Vincent Township Police Department shall not institute a prosecution for an alleged offense in cases in which the fine has been timely remitted.
H. 
The person in whose name an illegally parked automobile is registered shall be considered, prima facie, to have had control of the said automobile at the time of such parking.
I. 
The Township of West Vincent may take appropriate actions or commence proceedings at law or in equity for the enforcement of this article.
J. 
When the penalty imposed for the violation of this article is not timely paid to the Township of West Vincent, the Township shall initiate enforcement proceedings before a Magisterial District Judge in the same manner as is provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure.
No person shall park a vehicle upon any of the streets or parts of streets described in this section, during the hours specified in said schedule, on any day except Saturdays, Sundays and holidays.

Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $50 and costs; provided, however, that it shall be the duty of the police officers and of parking enforcement personnel of the Township to report to the Chief of Police or his designee all violations of any provision of this article, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the office of the Chief of Police and pay the sum of $15 within 72 hours after the time of the notice, or if he will place the sum of $15, enclosed within the envelope provided, in any of the special parking fine boxes installed at various locations within the Township, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this section.
