[HISTORY: Adopted by the Board of Supervisors of the Township of West Vincent 4-25-2005 by Ord. No. 127. Amendments noted where applicable.]
The powers and duties of the Township Manager, who shall serve at the pleasure of the Board of Supervisors, are to:
A. 
Prepare short-term and long-range objectives and recommendations and recommend them to the Board of Supervisors;
B. 
Prepare plans and programs for attainment of objectives approved by the Board of Supervisors;
C. 
Represent the municipality in contacts with county, state, and federal representatives;
D. 
Prepare and update plans for municipal utilization of funds to be made available under federal and state grant programs;
E. 
Serve as Board liaison to the departments, other than the Police Department, in the Township, including but not limited to the Road Department, Zoning and Inspections Department, and Planning Program Department;
F. 
Develop and update a training plan for municipal employees, Township commissions and committees;
G. 
Serve as a liaison between the Board of Supervisors and all authorities, commissions, and committees of the Township;
H. 
Prepare, recommend to the Board, and implement a capital improvement program;
I. 
Prepare and implement a preventive maintenance program for municipality equipment;
J. 
Coordinate activities with Township Solicitors, Township Engineers and, where necessary, Building Inspectors;
K. 
Administer municipal personnel policies, procedures and programs as developed by the Board of Supervisors, other than for the Police Department;
L. 
Review applications of prospective employees, interview and hire, as instructed by the Board of Supervisors;
M. 
Conduct semiannual and/or annual reviews of all personnel (other than those in the Police Department) for review by the Board of Supervisors, and to keep up-to-date associated personnel files;
N. 
Prepare reports to other governmental units to prepare the Township Report and newsletter for public distribution;
O. 
Attend and participate at municipal conventions and professional associations' meetings;
P. 
Originate and maintain contacts with federal, state, and county agencies and other organizations with whom the Township may have business;
Q. 
Maintain professional affiliations and keep abreast of new developments in the field;
R. 
Direct and supervise the daily work of the administrative staff;
S. 
Track deadlines for all subdivision applications, conditional use hearings, Zoning Hearing Board hearings, ordinances (including zoning ordinances and subdivision and land development ordinances) or amendments thereto, and all other significant deadlines involving the Township;
T. 
Serve as Purchasing Officer of the Township;
U. 
Maintain public relation contacts with residents;
V. 
Attend meetings of boards, committees, commissions and councils;
W. 
Supervise performance and faithful execution of all contracts let by the Township;
X. 
Prepare and/or approve specifications for bid proposals for equipment and material;
Y. 
Review budget performance of all departments;
Z. 
Prepare monthly reports of all activities, that is, construction projects and costs, equipment purchases, etc., for submission to the Board of Supervisors;
AA. 
Prepare recommendations, background information, and cost estimates for Board meetings;
BB. 
Program all major expenditures from a cash-flow viewpoint;
CC. 
Prepare and report the annual budget;
DD. 
Prepare and/or supervise the agendas of the meetings of the Board of Supervisors;
EE. 
Provide weekly written reports to the Board of Supervisors so that said Board is currently informed of all matters of significance in which the Township Manager is involved; and
FF. 
Provide and perform related activities as required.
Compensation for the Township Manager shall be set by resolution of the Board of Supervisors and shall be paid out of the General Fund of the Township.
The Township Manager shall give to the Township a bond, with sufficient surety, in the amount of $300,000, conditioned upon the faithful performance of the duties of Township Manager.
