A Planning Commission consisting of seven members is hereby created and established for West Vincent Township, Chester County, Pennsylvania, pursuant to the provisions of Article II, Section 201, of the Pennsylvania Municipalities Planning Code, as established by the Act of July 31, 1968, P.L. 805, No. 247, as amended and reenacted.[1]

A. 
The Planning Commission shall be comprised of seven members, who shall be appointed for terms of office of four years, or until a successor is appointed and qualified, except that, pursuant to 53 P.S. § 10203(b), no more than two shall be reappointed or replaced during any calendar year.
B. 
All of the members of the Planning Commission shall be residents of West Vincent Township, Chester County, Pennsylvania, at the time of appointment and for the term of the appointment. No less than five members of the Planning Commission shall be "citizen members," as the term is set forth in Section 205 of the Municipalities Planning Code (i.e., such members shall not be officers or employees of the Township).
The Planning Commission shall have all the powers and duties conferred and imposed upon it as set forth in the Pennsylvania Municipalities Planning Code, established by the Act of July 31, 1968, P.L. 805, No. 247, as amended and reenacted.
