1. There is hereby imposed upon the owners of improved properties served by the sewers, sewage system and sewage treatment plant (hereinafter in this Part
10 all collectively called "sewer system") in the Borough of Watsontown, Northumberland County, Pennsylvania, and who have the use of said sewer system, an annual rental or charge payable as hereinafter provided for the use, either directly or indirectly, of such sewer system, with classification of buildings according to use, as set forth in §
18-1002.
2. Cooling systems and/or other special conditions which are not covered in §
18-1002 shall be charged a rental fee based on the types of discharge and on the basis of particular treatment processes required and facilities provided for the particular processes. Classifications not listed in §
18-1002 shall have rentals established in accordance with quantity and type of wastes as compared to similar sewer system users listed in §
18-1002.

2. Sewer Capital Reserve Fund Allocation. The amount equal to 43.5%
of the sewer rate shall be designated and allocated for the Sewer
Capital Reserve Fund.

Residential sewer rates shall be $23 per month.

Whenever in this Part 10 the present tense is used, it shall
include the future tense. The singular number shall include the plural.
APARTMENT
A room or suite of rooms, which is occupied as a home for
one or more persons, but which is not a private residence.
BOARDINGHOUSE or INN
Includes any house or building, or portion thereof, in which
persons, either as single individuals or as families, are harbored
or received, housed or lodged, for hire or otherwise, for a single
day or night or for a longer period.
PRIVATE RESIDENCE
Any house or building not a lodging house, boardinghouse,
or inn, or each unit thereof which is occupied as the home or dwelling
unit, for a single family having no common right or use of any hall,
stairway, cellar or water closet with any other family.

All annual sewer rents shall be due and payable in monthly installments
at the same time that the Borough electric bills are now due and payable.
Said sewer rentals shall be included in the same bill and shall be
collected at the same time as the Borough charges for electricity.

Penalties of 10% will be added to each bill if not paid within
30 days from the date of the bill.

All sewer rents together with all penalties thereon not paid
on or before the end of one year from the date of the bill shall be
deemed to be delinquent for the purposes of this Part 10. All delinquent
sewer rentals with all penalties thereon shall be a lien on the property
served and shall be entered as a lien against such property in the
office of the Prothonotary of Northumberland County and collected
in the manner provided by law for the filing and collection of municipal
claims.
