Except as otherwise provided in this Chapter, every vehicle
stopped or parked upon a roadway where there are adjacent curbs shall
be so stopped or parked with the right-hand wheels of such vehicle
parallel to and within eighteen (18) inches of the right-hand curb.
On those streets which have been signed or marked by the City
Traffic Engineer for angle parking, no person shall park or stand
a vehicle other than at the angle to the curb or edge of the roadway
indicated by such signs or markings.

When lines are drawn describing limited parking spaces, said
vehicles shall be parked so that the entire vehicle is within such
a parking space. When no such lines exist, the vehicle shall be parked
so that the side thereof nearest the curb is at an angle therewith
of no less than forty degrees (40°) nor more than fifty-five degrees
(55°).

No person shall start a vehicle which is stopped, standing or
parked unless and until such movement can be made with reasonable
safety.
