In order that the state of the City's funds can be ascertained at any time, the Finance Director shall and is hereby directed to prepare, keep and maintain adequate records of the City's finances, the same to be kept according to standard accounting procedures and practices.

The Treasurer, Finance Director and City Clerk shall have free access to each others offices for the inspection of all books, accounts and papers which they respectively contain, and full access to all other offices of the City for the inspection of such books, accounts and papers as concerning any of their duties.

Annually during the month of October the books of the City covering its finances shall be audited for the year ending on the 30th day of September preceding, such audit to be made by such competent accountant as the City may employ for that purpose.

A. 
The Chief of Police shall be authorized to sell all unclaimed personal property recovered by the Police Department. Items shall be retained by the Police Department for at least sixty (60) days from the date of possession. If the property is not claimed by its owner within sixty (60) days, the Chief of Police may sell the property.
B. 
All sales of personal property, except firearms, shall be at public auction. The City Clerk shall cause notice of the sale to be published in a local newspaper at least seven (7) days prior to the sale.
C. 
Firearms shall be offered for sale by sealed bid to dealers licensed by the U.S. Department of Treasury, Bureau of Alcohol, Tobacco and Firearms. The highest and best bid shall be accepted. The Chief of Police shall have the discretion to destroy any firearm he/she deems inappropriate for sale.
D. 
The proceeds of the sale, after deducting the expenses of sale, shall be deposited in the general revenue fund of the City and shall be accompanied by an itemized list of the expenses of sale, and a verified list identifying the article sold, the sale price, and the name of the purchaser.
