No person shall within the City tack or post, paint or stamp
any poster, handbill, card, advertisement or notice of any kind whatsoever,
except legal notices, upon any wall, door, tree, telephone and light
pole, fence or building, without first having obtained the permission
in writing of the owner of the same, nor upon any sidewalk.

It shall be unlawful for any person to place any handbills upon
or in any automobile or other vehicle in the City.
