The Department shall have the following powers and duties:
The Mayor shall, at the reorganization meeting of the Council
in January of each year, appoint one Councilperson to serve as the
Chairperson of the Department of Public Safety. The Chairperson so
named shall serve the functions of the Police Committee, and Police
Commissioner.
