After the City has approved the budget for any year and has
approved or adopted the orders, motions, resolutions or ordinances
required to authorize the expenditures proposed in the budget, the
City shall not increase the total amount authorized for expenditure
from any fund, unless the City Council adopts a resolution setting
forth the facts and reasons making the increase necessary and approves
or adopts an order, motion, resolution or ordinance to authorize the
expenditures.

A. No vote shall be taken to approve any unbudgeted expenditure in excess
of one thousand dollars ($1,000.00) before the meeting following the
meeting of the City Council in which the expenditure was proposed.
B. In the event the City Council determines by majority vote of those
present at the meeting that exigent circumstances exist necessitating
the immediate approval of such an unbudgeted expenditure, the City
Council may approve such unbudgeted expenditure at the same meeting
in which the expenditure was proposed.
