The general control of the City airport shall be under the supervision
of the Director of Municipal Services.

All commercial operators of aircraft at the municipal airport
shall carry bodily injury liability insurance and property damage
insurance with a minimum of one million dollars ($1,000,000.00).

The general control of all locations of hangar space shall be
under the control of the Director of Municipal Services.

A. No person shall enter onto any of the runways of the municipal
airport of the City, nor into the enclosure surrounding the runways,
other than personnel of and passengers in aircraft landing at or which
are parked at the airport, and persons authorized by the Director
of Municipal Services.
B. Nothing contained in this Section shall prohibit the entrance
onto the premises by:
1.
Any duly authorized representative of the Federal
Aviation Administration.
2.
The Chief of Police or the Fire Chief or any member
of the Police Department or Fire Department of the City while in the
discharge of their duties.
3.
Any lessee of any property which is a part of
the property described in this Section.
4.
Any person meeting other persons landing at the
airport or accompanying persons who are departing therefrom.
5.
Personnel present and necessary for maintenance
of aircraft.

All land motor vehicles shall be prohibited from the landing
area of the Memorial Municipal Airport except those vehicles marked
with red flags.

A. The Director of Municipal Services, acting pursuant to
the guidance and under the control of the Council Municipal Services
Committee, shall have the following duties:
1.
To develop and recommend rules and regulations
applicable to airport activity within the confines of existing Federal,
State, County and City laws or ordinances, and recommend additional
laws or ordinances or revisions thereto.
2.
To represent the City in all matters dealing with
air traffic and commerce.
3.
To receive and screen all applications for catering
services, fuel, oil, transportation, fixed-based operations, flight
instructions, manufacturing or such other activities involving the
municipal airport and make recommendations to the Mayor or City Council
as applicable.
4.
To investigate the need for and recommend action
necessary for maintenance of the municipal airport so long as such
airport requires city labor, equipment and materials or the contribution
of labor, equipment and materials by others.
5.
To develop and update through the assistance of
suitable technical consultants a master airport or improvement program,
including but not restricted to runways, lighting, taxiways, parking
area, hangars, restaurants, lodging, communications, servicing, navigations,
and flight aides.
6.
To develop and recommend ways and means for the
accomplishment to an approved master airport plan.

At the first regular meeting of the City Council in May of each
year, or as soon thereafter as practicable, the Mayor shall appoint
one (1) member of the Municipal Services Committee as the airport
representative.

The airport tenants, as of April 1 of each year, shall select
a person to represent their interests on airport matters before the
Municipal Services Committee.
