No person without first having obtained a license therefor, shall, in the City, engage in or carry on any business, profession, occupation, trade or calling for which a license fee is provided in Section
605.140.

For the purposes of this Article, certain businesses, occupations,
agencies, tables and contrivances are hereby defined as follows:
CONTRACTOR
A person or company who specializes in a skilled trade and
sells either his labor or material (or both) at a predetermined price
(either hourly, unit or lump sum) and controls the enterprise for
profit.
LOAN SERVICE
Any firm, company or corporation, not licensed as banker
or broker, which is engaged in lending money or discounting notes
or other obligations to pay money.
LOAN SERVICE and/or PAYDAY LOAN
Any firm, company or corporation, not licensed as a bank,
which is engaged in lending money or discounting notes or other obligations
to pay money.
MERCHANT
Any person who shall deal in the selling of goods, wares
and merchandise, either by retail or wholesale, at any stand, store
or place occupied for that purpose.
PHOTOGRAPHER
Any person engaged in the business of taking photographs
either in a studio or upon the streets, whether the photographer be
a resident or nonresident of the City.
RUMMAGE SALE
A sale of small personal property for the purpose of clearing
out the attic, garage of basement, etc., which does not last more
than four (4) periods per year, each period not to exceed seven (7)
days.
SOLICITOR
Any person who shall go from place to place within the City
and takes orders for the sale of goods, wares or merchandise, for
future delivery, either by himself or by some other person.
TRANSIENT MERCHANT
A small retail dealer who carries his merchandise with him,
traveling from place to place and from house to house, exposing his
goods for sale and selling them.

A. Required. Any person who desires to procure a license for any purposes
mentioned in this Article, shall, before applying to the City Clerk
therefor, pay to the County collector of revenue in and for the City
any and all delinquent city taxes, including penalties and interest.
B. Duty Of Clerk. It shall be the duty of the Clerk to inform all applicants
for licenses under the provisions of this Article of the amount of
tax to be paid for any specified purpose, and to issue a receipt to
all persons so applying for money so paid by such applicants, which
receipt shall state amount of money so received, the license purposes
for which it was paid, and the time for which such license is to be
issued.
C. Each applicant for a business license under this Chapter shall submit
a statement from the Missouri Department of Revenue pursuant to Section
144.083.4, RSMo., stating no tax is due, which statement is a prerequisite
to the issuance or renewal of a City business license. The statement
required by this Section shall be dated within ninety (90) days of
submission of the business license application or renewal application.

It shall be duty of the City Clerk to issue licenses to any
and all persons applying therefor and producing the receipt for the
correct amount of money specified therefor, for the time and purpose
for which license is to be issued provided, that where, by the provisions
of this Article, it shall be necessary for the applicant for any license
to any thing other than pay the Clerk the correct amount and take
his receipt, as aforesaid, such applicant shall produce and furnish
to the Clerk satisfactory evidence that such provisions have been
complied with and that all things necessary or required to be done
have been done, before the City Clerk shall issue such license; provided
further, that the City Clerk shall not issue any license provided
for herein without first having satisfied himself that the applicant
is not delinquent in the payment of any other tax, or the ash, trash
and garbage collection and disposal fee.

No license issued under the provisions of this Article shall
be assigned or transferred.

No money paid for any license issued under the provisions of
this Article shall be refunded by the City, or by any officer thereof.

A. Expiration of licenses; late fees; penalty for failure to obtain.
1.
All licenses issued under this Article will expire on March
1 following date of issue.
2.
All licenses required to be purchased under this Article will
be subject to a penalty of ten dollars ($10.00) per month when purchased
on or after April 1.
3.
The City will institute the necessary legal action to collect
licenses required by this chapter and not purchased by April 1 of
each year.

A. All licenses authorized by this Article shall be signed by the Mayor
and City Clerk, and the Clerk shall affix thereto the corporate seal
of the City. Such license shall show in what place or at what location
in the City the business licensed thereby is to be carried on, giving
the street number or such other identification of such place, provided
such business be of such nature that its location can be given.

In case of a change of location after the issuing of a license
the holder of the license may, upon presentation of a certificate
of occupancy, have the new location of his business endorsed on the
license by the City Clerk; and continue to carry on his business in
the new location as specified under the license.

No person to whom a license is issued may carry on the business
named therein at any other location than the one named in or endorsed
on the license.

A. Any person taking out a merchant's license may be allowed to
manufacture goods belonging to his line of trade without additional
license. Any person taking out a merchant's license or shop license
for any particular trade herein mentioned may be allowed to keep for
sale any other line of goods or wares in the same store or shop without
obtaining more than one (1) license; provided, he shall pay a tax
upon the line or trade which is assessed at the greatest amount.
B. Any person operating a related business at one (1) or more locations,
when the name of the owner and the name of the business is advertised
to be the same at all locations, will be allowed to operate at all
locations on the same license.
C. Any person operating related businesses at one (1) or more locations,
who uses different business names for each location, will be required
to take out a separate license for each location, unless:
1.
The related businesses have the same street address as the licensee;
and
2.
The related businesses report all sales tax transactions under
the licensee's Missouri Sales Tax Number.
D. Any person operating unrelated businesses at one (1) or more locations
will be required to take out a license for each business location,
unless:
1.
The unrelated businesses have the same street address as the
licensee; and
2.
The unrelated businesses report all sales tax transactions under
the licensee's Missouri Sales Tax Number.
E. A "business location" is defined as being a store, shop or building,
when the business is operated in an enclosed structure, under one
(1) roof with access to the entire inside premises through a common
door. When the business is not operated in an enclosed structure,
a "business location" is defined as being a continuous single area
used by one (1) operator for the conduct of a specific type of business.

It shall be unlawful for any person within the City to engage in any business, occupation, employment or profession for which a license is required, without such license, or for gain or profit, to keep, operate or use any apparatus, device or contrivance named in Section
605.020.

Rummage sales shall be exempt from licenses. Any person holding
a rummage sale which lasts beyond four (4) periods per year, each
period not to exceed seven (7) days, shall be declared to be a merchant
and shall buy an appropriate license and locate his business in a
properly zoned area.

A. There shall be levied and collected on every license issued in pursuance
of this Code, to be paid before the delivery of the license, the following
amounts, the same to be paid annually, except where otherwise indicated,
to wit:

Asphalt and paving: fifty dollars ($50.00).
3.
Auto dealer: fifty dollars ($50.00).
4.
Auto repair: fifty dollars ($50.00).
5.
Bank: two hundred fifty dollars ($250.00).
6.
Bail bond: fifty dollars ($50.00).
7.
Bowling alley: fifty dollars ($50.00).
8.
Car wash: fifty dollars ($50.00).
9.
Carnival/circus: two hundred dollars ($200.00).
10.
Cleaning service: fifty dollars ($50.00).
11.
Computer service: fifty dollars ($50.00).
12.
Concrete plant: fifty dollars ($50.00).
13.
Contract service: fifty dollars ($50.00).
14.
Contractor: fifty dollars ($50.00).
