A. 
Plan review fee. The fee for plan review shall be 25% of the fee to be charged for the construction permit. Said fee is nonrefundable in the case of a discontinuance of building project.
B. 
Building subcode fee. The building subcode fee shall be:
(1) 
For new construction: $0.035 per cubic foot of building or structure volume, provided that the minimum fee shall be $50.
(2) 
For renovations, alterations, reroofing, re-siding and repairs: $25 per $1,000 of estimated cost or part thereof, provided that the minimum fee shall be $50.
(3) 
For additions: $0.35 per cubic foot of volume for buildings or structures for the added portion, provided that the minimum fee shall be $50.
(4) 
For combinations of renovations and additions, the sum of the fees computed separately as renovations and additions shall be charged.
(5) 
For sheds under 100 square feet: $25 (zoning).
(6) 
For modular buildings: $100 per building unit.
(7) 
Minimum fee per inspection application: $85.
C. 
Plumbing subcode fee. The plumbing subcode fee shall be:
(1) 
For installation, alteration and replacement: $25 per fixture, stack.
(2) 
For installation, alteration and replacement of water service:
(a) 
Three-fourths-inch pipes: $50.
(b) 
From one-inch to two-inch pipe: $75.
(3) 
For installation, alteration and replacement of sewer connections:
(a) 
One-family dwelling: $75.
(b) 
Commercial: $100.
(c) 
Industrial: $125.
(d) 
Multiple-family (including hotels, townhouses, condominiums, garden apartments, rooming houses, two-family houses): $50 per unit.
(4) 
For installation, alteration and replacement of gas service: $25 per gas outlet.
(5) 
For installation, alteration and replacement of gas or oil heating units: $50 per unit.
(6) 
For installation, alteration and replacement of a backflow preventer or special devices:
(a) 
Residential: $50; and
(b) 
Commercial: $100.
(7) 
Minimum fee per inspection application: $85.
(8) 
For installation, alteration and replacement for hot water heaters, the subcode fee shall be $50.
(9) 
For the purpose of computing fees, fixtures or stacks shall include, but not be limited to, lavatories, kitchen sinks, slop sinks, sinks, urinals, water closets, bathtubs, shower stalls, laundry tubs, floor drains, drinking fountains, dishwashers, garbage disposals, clothes washers, hot water heaters or similar devices.
(10) 
Chimney liner: $100.
D. 
Electrical subcode fee. The electrical subcode fee shall be (residential and nonresidential):
(1) 
Rough wiring:
(a) 
First 20 or fraction thereof: $50.
(b) 
Each additional 25 or fraction thereof: $8.
(2) 
Fixtures:
(a) 
First 20 or fraction thereof: $50.
(b) 
Each additional 25 or fraction thereof: $8.
(3) 
Swimming pools:
(a) 
Above- or in-ground: $75.
(b) 
Spa or hot tub: $75.

Electric furnaces, welders, motors generators and transformers:

Single or group of five motors of one horsepower, kilowatt: $15 per device. The minimum fee shall be $50.
(b) 
Motors and electrical devices over one horsepower but less than 11 horsepower: $50.
(c) 
Motors and electrical devices from 11 horsepower to 50 horsepower: $92.
(d) 
Transformers and generators over one kilowatt:
(e) 
Up to 100 horsepower: $125.
(f) 
Over 100 horsepower: $425.
(7) 
Heating and cooling (HVAC) equipment: $50.
(a) 
Heat pump (compressor, air handler or strip heater): $25.
(b) 
Range, oven, electric clothes dryer, electric water heater, dishwasher, residential furnace and similar appliances: $50 each.
(8) 
Motion-picture equipment: minimum fee of $100.
(9) 
Radio and television receiving and transmitting equipment: minimum fee of $100.
(10) 
Miscellaneous or special equipment: minimum $25.
(11) 
Minimum fee per inspection application: $85.
(12) 
For installation, alteration and replacement of an electric hot water heater, the subcode fee shall be $50.
E. 
Demolition permit fee. The fee for a permit for demolition of a building or structure shall be $150 per building or structure.
F. 
Building removal fee. The fee for a permit for removal of a building or structure from one lot to another or to a new location on the same lot shall be $25 per $1,000 of the estimated cost for moving for new foundations and for placement in a completed condition in any location, provided that the minimum fee shall be $50.
G. 
Guarantee bond. In addition to the demolition permit fee and building removal fee, there shall be posted, with the application for the permit, a cash bond of $1,000 to be deposited with the Borough of Pompton Lakes to guarantee against damage to public facilities and property. Said bond shall be returned upon completion of the work and repair of all damage to public facilities and property.
H. 
Sign fee. The fee for a permit to construct a sign shall be $1 per square foot of surface area of the sign, provided that the minimum fee shall be $25. In the case of double-faced signs, the area of the surface of only one side of the sign shall be used for the purposes of fee computation.
I. 
Certificate of occupancy fee. The fee for a certificate of occupancy shall be in the amount of 10% of the new construction permit fee. The minimum fee shall be $75.
J. 
Elevator fee. The fee for a permit for installation of an elevator shall be $200 per elevator for each installation, $50 per elevator for reinspection and $160 per elevator for each five-year inspection.
K. 
Lapsed permit fee. The fee for reinstatement of a lapsed permit shall be in accordance with the fee charged for the permit as initially issued.
L. 
Fire subcode fees. For sprinklers, standpipes, detectors (smoke and heat), pre-engineered suppression systems, gas and oil-fired appliances not connected to the plumbing system, kitchen exhaust systems, incinerators and crematoriums, the fees shall be:
(1) 
Heads and detectors. In computing fees for heads and detectors, the number of each shall be counted separately, and two fees, one for heads and one for detectors, shall be charged.
(a) 
Alarm devices, 110 volt in one- and two-family dwellings (smoke and carbon):

M. 
Surcharge fee. In order to provide for the training and certification and technical support programs required by the Uniform Construction Code Act and the regulations, the enforcing agency shall collect, in addition to the fees specified above, a current surcharge fee as specified in N.J.A.C. 5:23-4.19 of the Uniform Construction Code for per-cubic-foot volume of new buildings and additions and for all other construction, which shall be per $1,000 of value of construction.
The fees for certificates and other permits issued under the Uniform Construction Code are as follows:
A. 
The fee for a demolition or removal permit shall be $200 for a structure of less than 5,000 square feet in area and less than 30 feet in height; $300 for one- or two-family residences (Use Group R-4 of the Building Subcode) and structures on farms, including commercial farm buildings under N.J.A.C. 5:23-3.2(d) used exclusively for storage of food or grain, or sheltering of livestock; and $400 per story for all other use groups.
B. 
The fee for a permit to construct a sign shall be in the amount of $3 per square foot surface area of the sign, computed on one side only. For single-faced signs, the minimum fee shall be $75. For double-faced signs, the minimum fee shall be $150.
C. 
The fee for a certificate of occupancy shall be in the amount of 10% of the new construction permit fee which would be charged by the enforcing agency pursuant to these regulations. The minimum fee shall be $200 except for one or two-family (Use Group R-5 of the Building Subcode) structures of less than 5,000 square feet in area and less than 30 feet in height and structures on farms, including commercial farm buildings subject to N.J.A.C. 5:23-3.2(d) used exclusively for storage of food or grain or sheltering of livestock, for which the minimum fee shall be $150.
D. 
The fee for a certificate of occupancy granted pursuant to a change of use group shall be $300.
E. 
The fee for certificate of continued occupancy shall be $200 for one- and two-family dwellings, for multifamily buildings (three-family or more) and commercial buildings, the fee shall be $300.
F. 
The fee for a temporary certificate of occupancy is $200 and for a certificate of approval is $40.
G. 
There shall be no fee for a certificate of compliance issued for each elevator device inspected on a routine periodic basis.
H. 
The fee for plan review of a building for compliance under the alternate systems and nondepletable energy source provisions of the Energy Subcode shall be $500 for one- and two-family homes and for light commercial structures having the indoor temperature controlled from a single point, and $1,000 for all other structures.
I. 
The fee for an application for a variation in accordance with N.J.A.C. 5:23-2.10 shall be $300 for a Class 1 structures and $150 for Class 2 structures and Class 3 structures. The fee for resubmitting of an application for a variation shall be $500 for Class 1 structures and $100 for Class 2 and Class 3 structures.
J. 
The fee to be charged for an annual construction permit shall be charged annually. This fee shall be a flat fee based upon the number of maintenance workers employed by this facility and who are primarily engaged in work that is governed by a subcode. Managers, engineers and clerics shall not be considered maintenance workers for the purpose of establishing the annual construction permit fee. Annual permits may be issued for building/fire protection, electrical and plumbing. Fees shall be as follows:
(1) 
One to 25 workers (including foreman), $1,000; and each additional worker over 25, $200.
(2) 
Prior to the issuance of the annual permit, a training registration fee as per the current Department of Community Affairs schedule per subcode shall be submitted by the applicant to the Department of Community Affairs, Construction Code Element, Training Section, along with a copy of the construction permit (form F-170). Checks shall be made payable to "Treasurer, State of New Jersey."
K. 
All fees collected pursuant to this article are nonrefundable.
