There is established by this chapter and any amendments or supplements
thereto or modifications thereof a code for the government of the
Borough of Chalfont, a political subdivision of the Commonwealth of
Pennsylvania, pursuant to its Charter, which code shall be known and
referred to as the "Administrative Code," and which shall be the rules
and regulations prescribing the duties of principal officers and the
systems of office and departmental and institutional management of
the offices, departments and institutions of the Borough of Chalfont.
This chapter shall be known and may be cited as the "Administrative
Code of the Borough of Chalfont."
The boundaries of the Borough of Chalfont shall be the boundaries
of the Borough of Chalfont on the effective date of this Administrative
Code or as lawfully changed thereafter.
The Borough of Chalfont hereafter shall be a home rule charter
municipality under the name of the "Borough of Chalfont" and shall
continue as a municipal corporation under the provisions of the Charter.
Any reference in the Charter to the Borough of Chalfont or to the
Borough shall mean the municipal corporation previously known as the
"Borough of Chalfont, Bucks County, Pennsylvania."
The provisions of this chapter, insofar as they are substantially
the same as existing provisions of ordinances of the Borough of Chalfont
relating to the same subject matter, shall be construed as restatements
and continuations and not new enactments.
The performance of functions pursuant to the provisions of this
chapter shall be deemed and held to constitute a continuation thereof
for the purpose of succession of all rights, powers, duties and obligations
attached to such functions. Any proceedings or other business undertaken
or commenced prior to the effective date of this chapter may be conducted
and completed by the Borough officer or administrative unit responsible
thereof under the Charter or this chapter.
Article and section headings contained herein shall not be deemed
to govern, limit, modify or in any manner affect the scope; meaning
or intent of any section thereof.
