The purpose of this chapter is to permit the broadest power
of local self-government consistent with the Constitutions of the
United States and the Commonwealth of Pennsylvania and with the Home
Rule Charter and Optional Plans Law itself (53 Pa.C.S.A. § 2901
et seq.), and its provisions shall be read and interpreted in the
light of such purposes.
