The administrative duties of the government of the Borough of Chalfont shall be administered by the Borough Manager.

A. 
The Mayor, in addition to any other powers and duties provided in this Charter, shall be recognized as head of the Borough government for all ceremonial purposes and shall:
(1) 
Supervise the administration of the Police Department and its employees.
(2) 
Preserve order in the Borough, to exact a faithful performance of the duties of the officers appointed and to perform such other duties as shall be vested in his or her office by law or ordinance.
(3) 
Appoint, subject to approval by Council and consistent with Civil Service requirements, the Police Chief and all employees of the Police Department and have the power to suspend or remove the Police Chief and employees of the Police Department, pursuant to the provisions of Article VII of this Charter, giving notice to Council of any such action.
(4) 
Prepare or cause to be prepared and submit to the Borough Manager for inclusion in the annual budget, the Police Department budget and capital improvement program for the ensuing year. At the request of the President of Council, the Mayor shall prepare a long-term capital improvement program for the Police Department.
(5) 
Appoint a police committee composed of three members of Council, which may assist and advise the Mayor on issues and matters pertaining to the Police Department and its operation.
(6) 
Procure, maintain and safeguard all equipment and supplies necessary for the operation of the Police Department in accordance with the budget.
(7) 
Maintain a current inventory of all operating equipment and operational supplies of the Police Department, which shall be available for review by Council upon request of the President of Council.
(8) 
Report monthly to the Borough Council on matters relative to the activities of the Police Department and submit written statements of all fines collected and fines deposited in the general fund of the Borough.
(9) 
Present to the Council, from time to time, such information concerning the business and affairs of the Borough as the Mayor may deem necessary or as the Council by resolution may request and to recommend such measures for legislative action as may be in the best interest of the Borough.
(10) 
Receive and accept, subject to approval by Council, all gifts or donations of real and personal property or interest therein in the name of the Borough.
(11) 
Report to the public, from time to time, on the state of affairs of the Borough.
(12) 
Attend meetings of the Borough Council and participate in deliberations, except that the Mayor shall have no right to vote on any matter before the Borough Council, except by reason of a tie vote.
(13) 
Have power to administer oaths and affirmations in matters pertaining to Borough affairs.
(14) 
Have all necessary and incidental powers to perform and exercise any of the duties and functions as set forth in this Charter or lawfully delegated to the Mayor.
B. 
The President of Council, in addition to any other powers and duties provided in this Charter, shall be the Chief Executive Officer of the Borough, except as with regard to police functions and shall:
(1) 
With the assistance of the Borough Manger, prepare the annual budget, capital improvement program of the Borough and annual message for submission to Council.
(2) 
In conjunction with the Manager, negotiate and supervise intergovernmental cooperation agreements, pursuant to the Constitution of Pennsylvania and the Home Rule Charter and Optional Plans Law, Act 62 of 1972, as amended, subject to final approval of the Borough Council.
(3) 
Appoint and dissolve, from time to time, voluntary committees of citizens to assist and advise the President of Council on issues and matters pertaining to that office.
(4) 
Appoint all committees of Council, including a Finance Committee.
(5) 
Preside at all meeting of Council, have an equal right to participate in its deliberations and shall vote as specified in this Charter.
(6) 
Have the right to attend all meetings of committees of Council and participate in their deliberations.
(7) 
Present to Council, from time to time, such information concerning the business and affairs of the Borough as the President of Council may deem necessary and recommend such measures for legislative action as may be in the best interest of the Borough.
(8) 
Have no power to bind Council, but in all administrative functions shall be bound by policies established by Council.
(9) 
Have all necessary incidental powers to perform and exercise any of the duties and functions as set forth in this Charter or legally delegated to the President of Council.
