The Borough Council shall have sole authority to act on subdivision plans, whether preliminary or final. Such action shall be taken only after the plans have been considered at a meeting of the Council. Such action shall be noted or stamped on the face of the plans over the signature of the presiding officer and attested by the Borough Secretary. In the event plans are disapproved, reasons therefor shall be given, in writing, and a copy thereof shall be supplied to the subdivider. Appeals from the decisions of the Borough Council shall be made in accordance with the requirements of the Pennsylvania Municipalities Planning Code, Act 247, as amended by Act 170.[1]

A. 
The Borough Planning Commission and the Borough Manager and Engineer shall render advice on each preliminary and final subdivision plan. The Engineer and Manager shall report on preliminary plans through the Planning Commission, but the Planning Commission shall not transmit any report on a plan until after consultation on it with the staff of the Bucks County Planning Commission. The Borough Planning Commission shall transmit all reports on a preliminary plan to the Borough Council. Concerning final plans, the Borough Manager shall transmit all reports to the Borough Council.
B. 
No plan may be finally recorded unless it contains an official note and signature indicating that it has been reviewed by the Bucks County Planning Commission. Review fees for the review of the proposed plans by the Borough Engineer and other consultants will be paid by the applicant in accordance with the Borough Fee Schedule.[1]

C. 
The plan shall indicate that it that it has been reviewed by the Bucks County Planning Commission in accordance with the Pennsylvania Municipalities Planning Code, Act 247, as amended, and shall include the following notation:

D. 
The plan must also include the following note for the Recorder of Deeds:
Recorded in the office of the Recorder of Deeds at Doylestown, Pennsylvania, in Plan Book __________, Page _____, on the _____ day of __________, 20 _____.
The subdivider shall submit true copies of his plans as generally required by the Bucks County Planning Commission. The subdivider shall also grade, pave and make other street improvements in his subdivision, including, where required, the installation of curbs, sidewalks, street signs, streetlights, fire hydrants, water mains, sanitary sewers and storm sewers, in accordance with Borough standards and specifications.
