The Village shall be free to hire qualified employees wherever
they may be found. Such new employees shall be hired for a probationary
period of 90 days as temporary employees. If the work of the new employee
is found satisfactory to the department supervisor and the Village
Board after the ninety-day probationary period, he or she shall be
considered a full-time employee.
No employee of the Village and no one seeking employment with
the Village shall be required as a condition of employment, transfer,
promotion or retention in service to join or to refrain from joining
any organization or association of employees.
There shall be no discrimination against any employee of the
Village because of membership or nonmembership in any organization
or association of employees.
An obligation rests upon each employee of the Village to render
honest, efficient and economical service in the performance of the
duties as such employee.
During the life of this chapter, Village employees, elected
officials and appointed officers shall not instigate, call, sanction,
condone or participate in any strike, slowdown, stoppage of work,
picketing or willful interference with matters which concern Village
operations.
