"Plumbing," for the purpose of this chapter is hereby defined as follows:
A. 
All piping, fixtures, appliances and appurtenances in connection with the water supply and drainage systems within a building and to a point from three to five feet outside the building.
B. 
The construction and connection of any drain or waste pipe carrying domestic sewage from a point within three to five feet outside of the foundation walls of any building with the sewer service lateral at the curb or other disposal terminal, including private domestic sewage treatment and disposal systems and alteration of any such system, drain or waste pipe, except minor repairs to faucets, valves, pipes, appliances and removing stoppages.
C. 
The water service piping from a point within three to five feet outside of the foundation walls of any building to the mains in the street, alley or other terminal and the connecting of domestic hot water storage tanks, water softeners, and water heaters with the water supply system.
D. 
The water pressure system other than municipal systems as provided in Ch. 145, Wis. Stats.
E. 
A plumbing and drainage system so designated and vent piping so installed as to keep the air within the system in free circulation and movement and to prevent, with a margin of safety, unequal air pressures of such force as might blow, siphon or affect trap seals, or retard the discharge from plumbing fixtures, or permit sewer air to escape into the building.

The City shall adopt by ordinance the provisions and regulations of the following state and national codes: Chs. SPS 305, 381 to 387, and Chs. NR 151, 810, 811 and 812, Wis. Adm. Code; Ch. 145, Wis. Stats.; the Americans with Disabilities Act (ADA),[1] Chapters 1 to 10, and American National Standards Institutes Document A117.1.

A. 
There is hereby created the position of Plumbing Inspector, who shall be appointed by the Mayor, subject to confirmation by the Council. He shall perform such duties as are provided for in § 145.05(1), Wis. Stats., and shall make annual reports to the Council.
B. 
He shall be under the direct supervision of the Mayor and shall enforce all of the provisions of this chapter.
C. 
He shall prepare suitable forms for applications, permits and other reports.
A. 
Right of entry. The Plumbing Inspector may enter all buildings in the City in the performance of his duties between 8:00 a.m. and 5:00 p.m. daily, and any person who shall willfully and knowingly resist or obstruct the Plumbing Inspector in the performance of his duties shall be guilty of a violation of this chapter.
B. 
Withholding approval. The Plumbing Inspector may withhold approval of an application for a plumbing permit to any person who has not complied with a lawful order of the Plumbing Inspector. The person refused such a permit may appeal within 10 days to the Council.
C. 
Inspections and tests. The plumber in charge shall notify the Plumbing Inspector whenever any work is ready for inspection (i.e., soil, vent, underground drain, final inspection). All plumbing work shall be left exposed until such time as the inspector has completed his examination and inspection. When in the opinion of the inspector a test in addition to requisites of Ch. SPS 383, Wis. Adm. Code, is necessary, he may require a water or air test on any part of the entire installation.
A. 
No new plumbing shall be installed in the City without first filing an application and receiving a permit. This shall also apply to any building located outside the limits of the City before such building may be connected to the sewer system or water system of the City. Each application must be approved by the Plumbing Inspector before a permit to install plumbing may be issued.
B. 
A permit shall be applied for and received before excavating in any street, alley or other public way for any purpose. A charge shall be made for each opening, and said sum shall be paid when the permit is applied for street openings shall be made pursuant to Ch. 537, Streets and Sidewalks, Art. III, of this Code.
C. 
The fees for permits shall be submitted as set forth in the current City Fee Schedule on file in the City’s offices or available on the City’s website.

A. 
A "cross-connection" shall be defined as any physical connection or arrangement between two otherwise separate systems, one of which contains potable water from the City of Reedsburg water system, and the other water from a private source, water of unknown or questionable safety, or steam, gases or chemicals, whereby there may be a flow from one system to the other, the direction of flow depending on the pressure differential between the two systems.
B. 
No person, firm or corporation shall establish or permit to be established or maintain or permit to be maintained any cross-connection. No interconnection shall be established whereby potable water from a private, auxiliary or emergency water supply other than the regular public water supply of the City of Reedsburg may enter the supply or distribution system of said municipality, unless such private, auxiliary or emergency water supply and the method of connection and use of such supply shall have been approved by the Reedsburg Water Utility and by the Wisconsin Department of Natural Resources in accordance with § NR 811.07, Wis. Adm. Code.
C. 
It shall be the duty of the Reedsburg Water Utility to cause inspections to be made of all properties served by the public water system where cross-connections with the public water system is deemed possible. The frequency of inspections and reinspections based on potential health hazards involved shall be as established by the City of Reedsburg.
D. 
Upon presentation of credentials, the representative of the Reedsburg Water Utility shall have the right to request entry at any reasonable time to examine any property served by a connection to the public water system of the City of Reedsburg for cross-connections. If entry is refused, such representative shall obtain a special inspection warrant under § 66.0119, Wis. Stats. On request, the owner, lessee or occupant of any property so served shall furnish to the inspection agency any pertinent information regarding the piping or systems on such property.
E. 
The Reedsburg Water Utility is hereby authorized and directed to discontinue water service to any property wherein any connection in violation of this chapter exists and to take such other precautionary measures deemed necessary to eliminate any danger of contamination of the public water system. Water service shall be discontinued only after reasonable notice and opportunity for hearing under Chapter 68, Wis. Stats., except as provided in Subsection F. Water service to such property shall not be restored until the cross-connection(s) has been eliminated in compliance with the provisions of this chapter.
F. 
If it is determined by the Reedsburg Water Utility that a cross-connection or an emergency endangers public health, safety or welfare and requires immediate action and a written finding to that effect if filed with the Clerk of the City of Reedsburg and delivered to the customer's premises, service may be immediately discontinued. The customer shall have an opportunity for hearing under Ch. 68, Wis. Stats., within 10 days of such emergency discontinuance.
G. 
The City of Reedsburg adopts by reference the State Plumbing Code of Wisconsin, being Ch. SPS 382, Wis. Adm. Code. This chapter shall not supersede either the State Plumbing Code or any other applicable ordinance of the City of Reedsburg and is supplementary to them.

Backwater valves with cleanouts shall be installed in all new one- and two- family residences as well as all multifamily structures:
A. 
The valve shall be installed within five feet of entering the structure.
B. 
The valve shall be supplied with an inspection opening in the top of the valve.
C. 
The valve shall be installed with the inspection opening flush with the finished basement or crawl space floor and may serve as the required cleanout into the sanitary sewer.
D. 
Backwater valves may be retrofitted into existing installations and shall meet all code requirements.

It shall be a violation to commence work prior to obtaining a permit therefor, and doing so shall result in the permit fees being double the normal amount, in addition to the provisions of Chapter 1, General Provisions, § 1-3, of this Code. If in any action a permit was issued, it shall not constitute a defense, nor shall any error, oversight or dereliction of duty on the part of the Building Inspector constitute a defense.
