An advisory commission, to be known as the "Nockamixon Township Historical Commission," is hereby created and shall continue to function until this chapter is revoked.
A. 
The Nockamixon Township Historical Commission shall be composed of not less than three and not more than seven residents of Nockamixon Township.
B. 
Except as stated in subsection C below concerning initial composition, each member of the Nockamixon Township Historical Commission shall serve a three-year term and all terms shall expire on the first Monday in January following the last year of their term in office.
C. 
The initial composition of the Nockamixon Township Historical Commission shall be the membership of the "Nockamixon Township Historical Commission," established by Nockamixon Township Resolution 3-18-2008, dated March 18, 2008, as of the calendar day prior to the effective date of this chapter and which initial members shall serve the remainder of their respective current terms as of the calendar day prior to the effective date of this chapter, as established pursuant to Nockamixon Township Resolution 3-18-2008.
D. 
In the event that any vacancy occurs in any seat on the Nockamixon Township Historical Commission prior to the expiration of such member's then-current term, the Board of Supervisors may appoint a successor who is a resident of Nockamixon Township to serve the remainder of such unexpired term; an appointment is mandatory if such vacancy causes the membership of the Nockamixon Township Historical Commission to fall below three members.
E. 
The Board of Supervisors may remove, by resolution, any member of the Nockamixon Township Historical Commission at any time during such member's term for any reason or no reason.
The quorum for any meeting of the Nockamixon Township Historical Commission shall be 51% of the then-current membership of the Nockamixon Township Historical Commission.
Members of the Nockamixon Township Historical Commission shall receive no compensation for their services.
The Nockamixon Township Historical Commission shall have the authority to do the following:
A. 
Inventory of resources. The Nockamixon Township Historical Commission shall survey and study buildings, bridges, structures, walls, ruins, cemeteries, burial grounds, landscapes, viewscapes, natural features, properties, artifacts, byways, and other resources within Nockamixon Township to determine whether or not they have any historical significance. In making this determination the Nockamixon Township Historical Commission shall be guided by the following broad considerations:
(1) 
Broad historical values representing the cultural, economic and social history of Nockamixon Township.
(2) 
Identification of resources within Nockamixon Township associated with historic personages.
(3) 
Identification of resources within Nockamixon Township associated with historic events and/or time periods.
(4) 
Specimen architectural types representative of certain periods, styles or methods of construction.
B. 
Study preservation options. The Nockamixon Township Historical Commission shall study available courses of action for Nockamixon Township and its residents to preserve historic resources within Nockamixon Township.
C. 
Public participation. The Nockamixon Township Historical Commission shall solicit and consider the views and concerns of all interested members of the community and shall provide opportunities for broad public participation.
D. 
Seek assistance. The Nockamixon Township Historical Commission may, with the approval of the Board of Supervisors, seek technical and financial assistance from all appropriate local, county, state and federal officials and agencies and other bodies in order to carry out its responsibilities.
E. 
Advice. The Nockamixon Township Historical Commission shall cooperate with and advise the Board of Supervisors, Planning Commission and all Nockamixon Township officials and bodies in relation to the preservation and restoration of significant historical resources.
F. 
Reporting. The Nockamixon Township Historical Commission shall prepare reports on its activities and findings for the Board of Supervisors and residents, including all reports referenced in § 17-6 below.
G. 
Other duties as assigned. The Nockamixon Township Historical Commission shall perform all other related duties as may be assigned by the Board of Supervisors.
A. 
The Nockamixon Township Historical Commission shall keep records of its meetings and activities.
B. 
The Nockamixon Township Historical Commission shall provide the Board of Supervisors monthly reports on its activities and findings.
C. 
Upon completion of the inventory referenced in § 17-5A above, and at such other times as the Board of Supervisors shall direct, the Nockamixon Township Historical Commission shall submit a detailed written report to Nockamixon Township which shall identify all resources which the Nockamixon Township Historical Commission determines to have historical significance. The Nockamixon Township Historical Commission shall give a detailed history of the background of each such resource for the review of the Board of Supervisors and residents of Nockamixon Township.
D. 
Upon completion of the study of preservation options referred to in § 17-5B above, the Nockamixon Township Historical Commission shall furnish to the Board of Supervisors detailed recommendations as to courses of action for preserving historic resources within Nockamixon Township.
E. 
The Nockamixon Township Historical Commission shall complete and file its report and recommendations within two years from the date of its appointment, unless otherwise directed by the Board of Supervisors.
