There shall be a Park Board, which shall serve as an advisory
board to the Board of Aldermen, for the placement, construction, operation
and maintenance of the City's parks and recreational facilities.

The Park Board shall consist of five (5) members, one (1) being
a member of the Board of Aldermen, who shall be appointed each year,
and the remaining four (4) being citizens of Waverly and not members
of the Board of Aldermen. The Mayor with the approval of the Board
of Aldermen shall appoint the members of the Park Board who shall
serve two-year terms, with two (2) members to begin by serving a one
(1) year term and two (2) members a two-year term. The Park Board
shall, immediately after the appointment of members, meet and organize
by the election of officers.

There shall also be three (3) at large members who shall be
citizens of the Waverly community. They shall be appointed by the
Mayor with the approval of the Board of Aldermen. They shall serve
one-year terms and shall be an advisory committee.

Any citizen or aldermanic member of an advisory committee may
be removed at the request of the Mayor with the concurrence of the
City Board of Aldermen for failure to attend three (3) or more scheduled
meetings without a reasonable excuse. Any citizen member of an advisory
committee shall be disqualified as a member of such committee if he/she
becomes a non-resident of the City or for misconduct or neglect of
duty.

All vacancies on the Park Board shall be reported to the Board
of Aldermen and thereafter, the Mayor with Board approval shall appoint
a qualified citizen to fill such vacancy.

The members of the Park Board shall receive no compensation
for the performance of their duties.

The Park Board shall annually elect from its members a President
and such other officers as it deems necessary. Such organizational
meeting for the purpose of electing such officers shall take place
at the first meeting after the annually appointed members take office.

The Park Board shall make recommendations for the by-laws, rules
and regulations and submit these to the Board of Aldermen for approval.
They shall also make recommendations to the Board of Aldermen for
the control, supervision, improvements, care and custody of the parks.
The Park Board shall make recommendations for the expenditures for
annual improvements.

All moneys received for the parks shall be deposited in the
City treasury to the credit of the park fund and shall be kept separate
and apart from the moneys of the City. All moneys expended shall be
drawn upon by the proper officers of the City.

The Park Board shall make on or before the second Monday in
June of each year a report to the Waverly Board of Aldermen, containing
such information as the City Board shall require. The Park Board shall
also prepare and present to the Board of Aldermen an annual budget
sufficient to finance the operations and improvements of the parks.
