There shall be established a Lake Authority, in conjunction
with the Town of Old Lyme, for that body of state water within the
territorial limits of the Towns of Lyme and Old Lyme known as "Rogers
Lake."

Said Lake Authority shall act as agent for the Towns of Lyme
and Old Lyme in cooperating with the State Department of Energy and
Environmental Protection in the enforcement of the boating laws on
Rogers Lake, and, in addition, said Lake Authority shall have the
power to:
A. Control and abate algae and aquatic weeds in cooperation with the
Commissioner of Energy and Environmental Protection.
B. Study water management, including but not limited to water depth
and circulation, and make recommendations for action to its member
towns.
C. Act as agent for member towns with respect to filing applications
for grants and reimbursements with the Department of Energy and Environmental
Protection and other state agencies in connection with state and federal
programs.
The Lake Authority shall be composed of three delegates from
each member town. At such time as the enabling ordinance has been
enacted by the legislative body of the Town of Old Lyme the Board
of Selectmen of the Town of Lyme shall appoint three delegates, who
shall be legal voters of the Town of Lyme.
Any vacancy in the membership of the Lake Authority which may
occur through death, resignation or otherwise may be filled for the
unexpired term of such delegate by appointment by the Board of Selectmen
of the Town of Lyme.
The Town of Lyme shall pay 1/2 share of the expenses of the
Lake Authority; provided, however, that the legislative body of the
Town of Old Lyme shall agree to and adopt a formula for the payment
of the remaining 1/2 share of such expenses, and provided further
that a budget for all such expenses paid by the Town of Lyme shall
be submitted to the First Selectman annually for inclusion in the
general government budget for prior approval by the Board of Finance
and authorization by a Town Meeting.
