Trash collection and all other solid waste collections shall be made each week on a day or days to be designated from time to time by the Council by resolution with notice published in the Town newsletter or a newspaper of general circulation within the Town. If collection falls on an observed holiday (i.e., New Year's Day, Memorial Day, 4th of July, Labor Day, Thanksgiving and Christmas Day), collection shall be made on the next regular collection day.
Bulk trash items such as refrigerators, washers, bundled carpet and padding, water tanks, furniture and similar bulk items shall be collected on one day each week and shall be limited to four pieces per collection and no more than eight pieces per month. These items shall be placed at the front curb. Unacceptable bulk items include: building and construction debris, tires, and automobile parts of any kind. Bulk items may not consist of items resulting from remodeling, renovation or total premises cleanup resulting from evictions or move-outs.
Recycling collection shall consist of once per week collection on a day designated pursuant to § 270-1. Recycling collection shall include such items as newspaper, telephone books, junk mail, magazines, bottles, cans and cardboard.
A. 
No owner or occupant shall place out for solid waste collection any tree stumps, automobile parts, tires, hazardous waste, limbs or branches, building and construction materials, sod, dirt, concrete or similar materials.
B. 
No owner or occupant shall place out for trash, bulk or recycling collection any items or containers prior to 5:00 p.m. the day before collection.
C. 
It shall further be unlawful for any owner or occupant of a residential dwelling to use the Town's solid waste collection services to dispose of additional bulk, trash or recycling items generated from the owner's or occupant's nonhousehold activities, or business accessory uses unless the business accessory use or activity located on the premises is permitted by the county zoning ordinance.
Any person who shall violate any provisions of this article, or any provision of any rule or regulation adopted by the Mayor and Council pursuant to authority granted by this article, shall be liable for a municipal infraction. A violation of this article shall be a municipal infraction with a fine of $100 for each offense, and each day's failure to comply with any such provision shall constitute a separate violation.
