Pursuant to the authority contained in § 3.01 of Article 66B of the Annotated Code of Maryland, 1957 Edition, as amended, there is hereby created in and for Pocomoke City a Municipal Planning and Zoning Commission to be designated as the "Pocomoke City Planning and Zoning Commission," hereinafter called the "Commission."
Said Commission shall have all of the powers, duties and obligations provided by § 3.05 of said Article 66B of the Annotated Code of Maryland, 1957 Edition, as amended.
A. 
The Commission shall consist of five members who shall be appointed by the Mayor of Pocomoke City and confirmed by the City Council of Pocomoke City. One member of the Pocomoke City Council shall be appointed to serve with the Commission as a nonvoting liaison member.

B. 
All members of the Commission shall serve as such without compensation.

The term of the liaison member shall correspond to his official tenure of office.

The term of each member shall be five years or until his or her successor takes office, except that the respective terms of the five members first appointed shall be one, two, three, four and five years, and the Mayor shall make all such appointments, subject to the confirmation by the Council, and shall designate the respective terms for each member to serve.
A. 
Members may, after a public hearing, be removed by the Council for inefficiency, neglect of duty or malfeasance in office. In the case of any such removal, the Council shall file a written statement of the reasons therefor.
B. 
Vacancies occurring otherwise than through the expiration of term shall be filled for the unexpired term by the Mayor and confirmed by the Council.
