A. 
A Community Service Program is hereby established in Pocomoke City.
B. 
The program shall be supervised by the City Manager.
C. 
The City Manager shall establish procedures and guidelines which shall be coordinated with the Division of Parole and Probation.
Eligibility for the program shall be limited to criminal defendants and delinquent juveniles who have not been convicted of a violent crime and who have consented to assignment to the program and to the work project contemplated and meet the criteria of Article 27, § 726A(b),[1] of the Annotated Code of Maryland. In the case of a juvenile, the consent and any waivers required shall be signed not only by the juvenile but also by a parent or person in loco parentis.

Unless specifically authorized by the City Council, all of the projects shall be under the supervision of the City Manager and upon City-owned property.
Every participant shall sign an acknowledgment that he or she is not eligible for workers' compensation of the City.
