The Comprehensive Development Plan for Pocomoke City advertised for public hearing on October 6, 1980, as amended, is hereby adopted, replacing the 1966 plan.
The plan shall consist of the following maps and exhibits:
A. 
A report entitled "Comprehensive Development Plan, Pocomoke City, Maryland, 1980."
B. 
Supporting exhibits in said report, including the Transportation Element, the Community Facilities Element, Land Use Element, Housing Element and related maps.

A. 
The purpose of the Comprehensive Master Plan is to serve as a general guide for all future development, including the laying out of new subdivisions, the selection of commercial or industrial locations, the expansion of public utilities, the programming of street improvement, the selection of sites for parks, playgrounds, schools and other public and semipublic facilities, enlargement of the City boundaries and in other respects.
B. 
The location of proposed developments shall not be deemed to be fixed or final but shall be flexible, subject to detailed studies and possible refinements.
A. 
An attested copy of this chapter, together with copies of said maps and exhibits, shall be certified to the Mayor and Council of Pocomoke City for their further adoption.
B. 
This chapter shall be certified to Maryland state agencies and to the Worcester County Commissioners as required by law.
