Existing building laterals may be used in connection with new
buildings only when they are found, on examination by the Wastewater
Treatment Plant Operator, to meet all requirements of this chapter.
Wherever possible, low-pressure systems shall be constructed
with the grinder pump and standard tank supplied by the Town. Where
required by unusual site conditions (e.g.: shallow depth to bedrock),
special shallow tanks may be installed with adequate insulation provided
for the tank and the building lateral. In all cases, the installation
must leave adequate space around and above the tank to permit servicing
of the grinder pump.
Any cesspool, septic tank and similar wastewater disposal facilities
shall be cleaned of septage, by a licensed septage hauler, and finally
either filled with clean sand, bank-run gravel, or other granular
soil material, or removed and properly disposed. When the connection
is made to the public sewer, the connection to the private wastewater
disposal facility shall be broken and both ends of the break shall
be plugged, as appropriate.
The street lateral, building lateral, or the combined lateral
shall be tested for infiltration/exfiltration by:
A. Any full pipe method described in supplemental document, or
B. By a suitable joint method, with the prior written approval of the
Wastewater Treatment Plant Operator.
When trenches are excavated for the laying of building lateral
pipes or for laying of street lateral pipes, such trenches shall be
inspected by the Wastewater Treatment Plant Operator. Before the trenches
are backfilled, the person performing such work shall notify the Wastewater
Treatment Plant Operator when the laying of the building lateral is
completed, and no backfilling of trenches shall begin until approval
is obtained from the Wastewater Treatment Plant Operator.
All excavations for constructing building laterals shall be
adequately protected with barricades and lights so as to protect the
public from hazard. Streets, sidewalks, parkways, and other public
property disturbed, in the course of the work, shall be restored in
a manner satisfactory to the Town of Hague Superintendent of Highways.
All costs will be borne by the homeowner.
