A. 
No unauthorized person shall uncover, make any connection with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the Wastewater Treatment Plant Operator.
B. 
Infiltration/exfiltration prohibited. Systems must be installed and maintained in a way that prohibits infiltration or exfiltration.
A. 
A permit application for a sewer lateral is required. The permit application shall be supplemented by any plans, specifications, or other information considered pertinent, in the judgment of the Wastewater Treatment Plant Operator. A connection fee and/or tapping fee, as established by the Town of Hague Board, shall accompany the application. Connections to existing manholes shall be made as directed by the Wastewater Treatment Plant Operator.
B. 
Expiration of permits. Any permit issued pursuant to this chapter shall expire within 60 days from the date of issuance thereof, unless within such sixty-day period such permit and plans shall have been filed and duly recorded by the applicant in the Town Clerk's Office.
A. 
A separate and independent building lateral shall be provided for every property requiring sanitary facilities.
B. 
New street laterals and/or building laterals shall not go under building basements. In like fashion, a building shall not be constructed over an existing lateral; the lateral shall be relocated after the Wastewater Treatment Plant Operator has approved plans showing the relocation. If relocation is not physically possible then the lateral shall be:
(1) 
Exposed and totally encapsulated in not less than three inches of concrete; or
(2) 
Exposed and walled and the building rooms above positively ventilated outdoors.
C. 
All existing manholes in or under the basement shall be sealed airtight in a manner acceptable to the Wastewater Treatment Plant Operator. No new manholes shall be constructed on the portion of the lateral under the building.
D. 
Laterals serving several buildings. When building laterals are to serve multiple dwelling structures, the building lateral shall be sized in accordance with sound professional engineering judgment.
E. 
Laterals serving complexes. Where a lateral sewer is to serve a complex of industrial, commercial, institutional, or dwelling structures, special design of the building lateral system shall be required. The Wastewater Treatment Plant Operator shall determine if and where this connection to the public sewer is required. Plans and specifications shall be prepared and submitted for approval pursuant to this chapter.
Existing building laterals may be used in connection with new buildings only when they are found, on examination by the Wastewater Treatment Plant Operator, to meet all requirements of this chapter.
A. 
The building lateral in a low-pressure sewer application includes the gravity connection from the building drains to the pump station, the grinder pump and controller and tank, and the low-pressure line from the pump to the shutoff and check-valve. The Town will supply the grinder pump and controller and a standard tank to be installed by an approved plumbing contractor subject to inspection and approval by the Wastewater Treatment Plant Operator. Special installations may be considered to accommodate unusual conditions (e.g.: space limitations, pump installation in an existing sump or septic tank, etc.) only with approval of the Wastewater Treatment Plant Operator.
B. 
All equipment provided by the Town, including the grinder pump, the controller and the tank (if applicable), is the property of the Town. Any subsequent repairs or replacement of those facilities shall be made by the Town of Hague at its expense.
C. 
The building lateral, including the gravity connection from the building drains to the pump and the low-pressure line from the pump to the shutoff and check-valve, is the property of the property owner. Any subsequent repairs or replacement of those facilities shall be made by the property owner at their expense.
D. 
The street lateral, including the low-pressure line from the sewer main to the shutoff and that shutoff and check-valve, is the property of the Town. Any subsequent repairs or replacement of those facilities shall be made by the Town of Hague at its expense.
Wherever possible, low-pressure systems shall be constructed with the grinder pump and standard tank supplied by the Town. Where required by unusual site conditions (e.g.: shallow depth to bedrock), special shallow tanks may be installed with adequate insulation provided for the tank and the building lateral. In all cases, the installation must leave adequate space around and above the tank to permit servicing of the grinder pump.
A. 
Other nonstandard installations have been made either for convenience or to accommodate unusual site conditions. Those include pumps installed in existing septic tanks and inside or under existing structures where access is difficult for routine servicing.
B. 
Those nonstandard installations may be continued by the current property owners provided that they provide suitable access for servicing. All installations must be approved by the Wastewater Treatment Plant Operator. The Wastewater Treatment Plant Operator can require modification of nonstandard pump installation at the owner's expense.
Any cesspool, septic tank and similar wastewater disposal facilities shall be cleaned of septage, by a licensed septage hauler, and finally either filled with clean sand, bank-run gravel, or other granular soil material, or removed and properly disposed. When the connection is made to the public sewer, the connection to the private wastewater disposal facility shall be broken and both ends of the break shall be plugged, as appropriate.
A. 
The connection of the building lateral to an existing street lateral shall be made at the property line. Except as provided under § 133-18, if a street lateral has not previously been provided, the street lateral will be constructed from the existing public sewer to the property line, by a licensed plumber, at the owner's expense. The street lateral shall be installed with a properly sealed and covered clean-out to grade located at the property line, as approved by the Wastewater Treatment Plant Operator. Gravity street laterals shall be installed with a properly sealed and covered clean-out to grade located at the property line, as approved by the Wastewater Treatment Plant Operator.
B. 
The cost of constructing the street lateral from the existing public sewer to the property line shall be at the property owner's expense; all subsequent costs and expense incidental to the installation and connection of the building lateral shall also be borne by the owner.
C. 
The property owner shall indemnify the Town of Hague from any loss or damage that may directly or indirectly be occasioned by the installation of the building lateral.
D. 
It shall be the responsibility of the property owner to maintain, repair, or replace the building lateral, as needed.
E. 
The method of connection of the building lateral to the street lateral will be dependent upon the type of sewer pipe material, and, in all cases, shall be approved by the Wastewater Treatment Plant Operator. After installation of the street lateral has been approved by the Wastewater Treatment Plant Operator, the new street lateral shall become the property of the Town of Hague. Any subsequent repairs to the new street laterals shall be made by the Town of Hague at the Town of Hague's expense.
F. 
Cleanout repair/replacement. If, in the judgment of the Wastewater Treatment Plant Operator, it is determined that a building lateral needs repair or replacement, the homeowner is expected to carry that out. If not done within a reasonable period of time, the Town of Hague may make the repair at the owner's expense. For gravity laterals without a property line clean-out, a clean-out at the property line will be installed at the property owner's expense, such that the street lateral can be maintained independently of the building lateral.
G. 
Pump ownership/repair/replacement/alteration. All grinder pumps are owned by the Town of Hague, including the pump controllers and the tanks if they were supplied by the Town. In the case of a nonstandard installation, the Wastewater Treatment Plant Operator can require maintenance of non-standard pump installation be performed by approved contractor at the owner's expense.
H. 
The Town will be responsible for maintenance, repair or replacement of those pumps, controllers and standard tanks provided there is no abuse, misuse or other damage caused by the property owner beyond normal wear and tear. This includes a property owner allowing excessive inflow and infiltration.
I. 
If the Wastewater Treatment Plant Operator determines that the pump or the controller or the tank have been damaged by misuse or abuse, the cost of necessary repair or replacement may be charged to the property owner under the provisions of Article 8 of this ordinance. If a homeowner wants to alter any components owned by the Town of Hague - i.e. tank or control panel - written approval must be obtained from the WWTP operator. All expenses connected with any alterations must be borne by the homeowner.
J. 
Street lateral ownership/repair/replacement. Any existing street lateral in a gravity connection which, upon examination by the Wastewater Treatment Plant Operator, is determined to be in need of replacement will be replaced with a new street lateral with a property line cleanout. Once the replacement street lateral and cleanout have been constructed and approved by the Wastewater Treatment Plant Operator, the new street lateral shall become the property of the Town of Hague. Any repairs to new street laterals shall be made by the Town at its expense.
K. 
In a low-pressure connection, the street lateral including the shutoff and check-valve are the property of the Town of Hague. Any repairs to the street lateral or the shutoff or check-valve shall be made by the Town at its expense.
The street lateral, building lateral, or the combined lateral shall be tested for infiltration/exfiltration by:
A. 
Any full pipe method described in supplemental document, or
B. 
By a suitable joint method, with the prior written approval of the Wastewater Treatment Plant Operator.
A. 
The applicant for the building lateral permit shall notify the Wastewater Treatment Plant Operator when the building lateral is ready for inspection and connection is to be made to the street lateral. The connection shall be made under the supervision of the Wastewater Treatment Plant Operator.
B. 
The applicant for the street lateral permit shall notify the Wastewater Treatment Plant Operator when the street lateral is ready for inspection and connection is to be made to the main sewer. The connection shall be made under the supervision of the Wastewater Treatment Plant Operator.
When trenches are excavated for the laying of building lateral pipes or for laying of street lateral pipes, such trenches shall be inspected by the Wastewater Treatment Plant Operator. Before the trenches are backfilled, the person performing such work shall notify the Wastewater Treatment Plant Operator when the laying of the building lateral is completed, and no backfilling of trenches shall begin until approval is obtained from the Wastewater Treatment Plant Operator.
All excavations for constructing building laterals shall be adequately protected with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways, and other public property disturbed, in the course of the work, shall be restored in a manner satisfactory to the Town of Hague Superintendent of Highways. All costs will be borne by the homeowner.
A. 
For gravity sewers, an interior clean-out fitting shall be provided for each building lateral at a readily accessible location, preferably just inside the basement wall. The fitting shall contain a forty-five-degree branch with removable plug or test tee, and so positioned that sewer cleaning and inspection equipment can be inserted therein to clean or inspect the building lateral.
B. 
The cleanout diameter shall be no less than the building lateral diameter.
A. 
All costs associated with the provisions of this article shall be borne by the property owner unless specifically stated or agreed to be a cost borne by the Town of Hague. The property owner shall indemnify the Town of Hague from any loss or damage that may be directly or indirectly occasioned by the installation of the building and street laterals, and connections and appurtenances.
B. 
If the Wastewater Treatment Plant Operator determines that an independent review or analysis is required by an outside engineer or other consultant to determine the cause of any problem or the suitability of the design of facilities owned by the property owner, outside professionals may be retained to provide that review or analysis and the cost of that work shall be borne by the property owner.
