Parking zones are hereby established in the following streets, highways, roadways and parking areas of the Town of Westfield with the following restrictions as to the parking time limit in each zone, and subject to the parking fees for each zone as set forth in §
13-38.
(a) Two-hour parking zones. Two-hour parking zones are hereby established
in the following public streets and parking lots of the Town of Westfield
where parking meters or pay station devices are installed:

Twelve-hour parking zones with nine-hour meters and pay stations are
hereby established in the following public streets and parking lots
of the Town of Westfield where nine-hour meters and pay stations are

Except as otherwise expressly provided, in parking zones established by §
13-36 and such additions to such parking zones as may be added from time to time, and in parking lots with meters and pay stations, it shall be a violation for any vehicle to park or remain standing beyond the duration of time allowed in each parking zone during the following hours:
(a) In two-hour parking meter zones, between the hours of 10:00 a.m.
and 6:00 p.m., Monday through Saturday, except holidays.

(b) In twelve-hour parking zones with nine-hour meters and pay stations,
between the hours of 9:00 a.m. and 7:00 p.m., Monday through Saturday,
except federal holidays.
(c) In twelve-hour parking zones with twelve-hour meters and pay stations
which are limited to lot 3A, and Watterson Street, between the hours
of 9:00 a.m. and 6:00 p.m., Monday through Saturday, except federal
holidays.

Parking fees for the one-hour and two-hour single space parking
meters located on streets in the Town of Westfield shall be $0.75
per hour.

(a) Parking meters shall be placed as close as is reasonably possible
to the curb, and the individual parking space to be regulated by the
respective parking meter shall be marked by lines in the street, on
the pavement or on the curb to indicate or set off the space within
which a vehicle may be parked directly adjacent to the parking meter.
No vehicle shall be parked except within the parking meter space allocated
for the respective adjacent meter, as shown by lines on the street
or pavements or marks on the curb. It shall be unlawful to place or
park a vehicle across or beyond any such parking line or beyond such
parking mark.
(b) Parking spaces in unmetered lots shall be marked by lines in the
street, on the pavement or on the curb to indicate or set off the
space within which a vehicle may be parked. It shall be unlawful to
place or park a vehicle across or beyond any such parking line or
beyond such parking mark.
(c) Parking spaces in parking lots or on the street controlled by pay
stations shall be marked by lines in the street, on the pavement or
on the curb to indicate or set off the space within which a vehicle
may be parked. It shall be unlawful to place or park a vehicle across
or beyond any such parking line or beyond such parking mark.

No parking meters shall be installed in any of the areas where
it is prohibited to stand or park by state law pursuant to Section
39:5 — 138 of the Revised Statutes.

Each parking meter shall be designed to show by sign whether
or not the designated parking meter space is legally in use based
on the payment of the required fee for the time used. In the case
of two hour meters and twelve hour meters the lawful parking limit
fixed by the Town is the same as the maximum time period for which
the fee may be paid by the insertion of coins. In the case of eight
hour meters the lawful parking limit fixed by the Town is 12 consecutive
hours. All meters when in operation shall indicate the progressive
period of time used in parking, and on expiration of such period shall
indicate illegal or overtime parking for failure to pay the required
fee.

The legal time for parking in any parking meter zone, and the
parking fee for such period or periods, shall be established for each
parking meter zone from time to time by the Town Council by ordinance.

When any vehicle is parked in any space designated by a parking
meter in accordance with the provisions of this article, the operator
of such vehicle shall, upon placing such vehicle in such parking space,
immediately deposit or cause to be deposited a lawful coin of the
United States of America, as designated on the parking meter, and
in accordance with the time designated thereon. Failure to deposit
such lawful coin shall constitute a breach of this article. Upon the
deposit of such lawful coin and placing such meter in operation, the
parking space may be lawfully occupied by such vehicle during the
period of parking time which has been prescribed for the part of the
street in which the parking space is located. If such vehicle shall
remain parked in any such parking space beyond the parking time fixed
for such parking space, the parking meter shall, by its dial or pointer,
indicate such illegal parking and such vehicle shall be construed
as parked overtime and beyond the period of legal parking time. The
parking of a vehicle overtime or beyond the period of legal parking
time in any such part of a street where any such meter is located
shall be a violation of this article the owner of the illegally parked
vehicle shall be penalized as set forth in this article.

(a) It shall be unlawful for any person to place, permit or allow any
vehicle owned, driven or controlled by him or her to be placed or
parked in any parking zone in which is located any parking meter or
pay station without immediately depositing in the meter or pay station
the proper payment designated thereon. It shall be unlawful for any
person to place, permit or allow any vehicle owned, driven or controlled
by him or her to be placed or parked or remain in such parking zone
beyond the duration of time allowed in such parking zone as designated
on the meter or pay station as established by the provisions of this
chapter.
(b) It shall be unlawful for any person to place, permit or allow any
vehicle owned, driven or controlled by him or her to remain in any
parking zone beyond the duration of time allowed in such parking zone
by repeatedly or periodically returning to the parking meter or pay
station to deposit additional payments extending the time the vehicle
is parked beyond the allowed limit for the parking zone in which the
vehicle is located.

It shall be unlawful to deposit or cause to be deposited in
any parking meter or pay station any slug device or metallic substitute
or any other article than a United States coin, approved parking token
or other approved payment device.

It shall be unlawful for any person to deface, injure, tamper
with, open, remove or willfully break or destroy a parking meter or
impair or otherwise affect the usefulness of any parking meter installed
under the provisions of this article.

The Police Department, through its officers, shall enforce this
article and shall make a record of any violation, including the number
of the parking meter designated for the parking meter space where
the violation occurred, the State license or registration number of
the vehicle, the date concerning overtime or illegal parking and any
other pertinent details. The police officer observing the violation
shall attach to the vehicle a summons directing the owner or operator
of the vehicle to appear before the Municipal Court of the Town on
a regular court night, or report to the violation Clerk and pay the
prescribed fine in accordance with the rules of the State Supreme
Court dealing therewith. All sums so paid shall be transmitted to
the Town Treasurer. Any person receiving a summons for violating any
of the provisions of this article may, in any event, be liable to
any of the penalties imposed by this article upon conviction of such
violation in the Municipal Court.

This article shall be considered supplemental to any existing
ordinance or regulations relating to parking or traffic in the Town.

A person who is convicted of or pleads guilty to overtime parking in violation of Section
13-43 of this chapter four or more times in any twelve-month period shall be considered as a habitual offender. Each such conviction and/or a guilty plea in excess of three in any twelve-month period shall be considered a separate habitual offense and shall subject the offender to a fine of at least $10, but not in excess of $15, which shall be in addition to the fine provided in Section
13-49 of this chapter for overtime parking. Summonses shall be issued by mail from time to time by the office of the Court Clerk upon a review of parking violation records which indicate that such habitual offense has occurred.
