The boundary limits of the Borough of Hughesville are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as highways where motor vehicles may remain standing without lights.

Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.

Except on one-way streets and on streets where angled parking is specifically permitted, every vehicle standing or parking upon a Borough street shall be positioned parallel to and with the right-hand wheels within 12 inches of the right-hand curb or, in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder. Parking of vehicles on the side of a Borough street against the direction of traffic is prohibited.

1. 
No person shall park, or cause to be parked, any motor vehicle of Class 5 status or more (over a gross weight of 11,000 pounds), a utility or other trailer, or a bus or school bus, on any streets in the Borough for more than six hours within a twenty-four-hour period of time.
2. 
The following situations shall be exceptions to the above restrictions:
A. 
Travel homes (recreational vehicles), construction trucks, moving trucks and landscaping use trucks may be parked upon a Borough street for up to 72 hours if a permit is applied for and received from the Borough of Hughesville. There shall be no charge for the permit.
B. 
Construction and agricultural equipment may be parked upon a Borough street for up to 72 hours during the time the construction work or agricultural work is being performed if there is no off-street parking available and a permit is applied for and received from the Borough of Hughesville. There shall be no charge for the permit.
C. 
The permits for the above two exceptions shall state the reason for the exception, the name, address and driver's license number of the applicant, the type and license plate number of the vehicle and the time period for which the parking permit is issued. The permit shall be displayed on the vehicle, and a copy of the permit shall be provided to the Hughesville Borough police.

1. 
General Rule. Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the directions of a police officer or official traffic-control device, no person shall:
A. 
Stop, stand or park a vehicle:
(1) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street except that:
(a) 
A pedalcycle may be parked as provided in 75 Pa.C.S.A. § 3509(b)(2) (relating to parking).
(b) 
Standing or parking for the purpose of loading or unloading persons or property may be authorized by local ordinance, but the ordinance shall not authorize standing or parking on state-designated highways except during off-peak traffic-flow hours as determined by Department regulations.
(2) 
On a sidewalk, except that a pedalcycle may be parked as provided in 75 Pa.C.S.A. § 3509(b)(2).
(3) 
Within an intersection.
(4) 
On a crosswalk.
(5) 
Between a safety zone and the adjacent curb within 30 feet of points of the curb immediately opposite the ends of a safety zone, unless a different length is indicated by official traffic-control devices.
(6) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
(7) 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel.
(8) 
On any railroad tracks.
(9) 
In the area between roadways of a divided highway, including crossovers.
(10) 
At any place where official signs prohibit stopping.
B. 
Stand or park a vehicle:
(1) 
In front of a public or private driveway.
(2) 
Within 15 feet of a fire hydrant.
(3) 
Within 20 feet of a crosswalk at an intersection.
(4) 
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic-control signal located at the site of the roadway.
(5) 
Within 20 feet of the driveway entrance to any fire station or, when properly sign-posted, on the side of a street opposite the entrance to any fire station within 75 feet of the entrance.
(6) 
Where the vehicle would prevent the free movement of a streetcar.
(7) 
On a limited access highway unless authorized by official traffic-control devices.
(8) 
At any place where official signs prohibit standing.
(9) 
Within 30 feet upon the approach to a sign warning of the possible presence of a person with a disability in the vicinity of a roadway adjacent to the person's residence or the possible presence of a person with a disability frequently traversing the roadway at that location. This subsection shall not apply unless an enabling local ordinance has been passed. The ordinance may specify the height of vehicles prohibited from parking in these locations. The enforcement of this subsection requires that a sign indicating the violation and amount of fine be posted at each applicable location. For purposes of this section, the term "disability" shall mean a hearing impairment or total or partial blindness.
C. 
Park a vehicle:
(1) 
Within 50 feet of the nearest rail of a railroad crossing.
(2) 
At any place where official signs prohibit parking.

In addition to the restrictions stated in the Pennsylvania Vehicle Code (75 Pa.C.S.A. § 3333 and other relevant sections), no persons shall park any vehicle between the posted sign stating "no parking here to corner" and the nearest corner to the sign unless the sign is posted with an arrow, in which case the corner shall be the corner to which the arrow is pointing.

Any person violating any section or provision of Subpart C of Chapter 14, Motor Vehicles and Traffic, of the Code of Ordinances of the Borough of Hughesville is guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs of prosecution. However, if the person violating any section or provision of Subpart C of Chapter 14, Motor Vehicles and Traffic, shall pay the sum of $15 to the Borough of Hughesville within 72 hours of notice of the violation, the amount shall be accepted by the Borough as a full payment of the violation, and the citation shall not be filed with the District Magistrate for prosecution. The police officers shall attach to every vehicle violating these sections a notice that the vehicle was parked in violation of the ordinances of the Borough of Hughesville and that if the penalty of $15 is paid within 72 hours to the Borough of Hughesville, the parking citation will not be filed for prosecution.

1. 
Designation for Handicap-Only Parking for Individuals.
A. 
Property owners or residents in the Borough of Hughesville may request that a parking space located at their residence or place of employment be designated for handicap-only parking. To make a request, an individual must submit a written request to the Hughesville Borough Council that includes the following:
(1) 
Location of property where requested handicap-only parking space is desired;
(2) 
Identity of person making the request; and
(3) 
Doctor's certificate of handicap or unexpired handicap parking placard.
B. 
If a written request for a handicap-only parking space is submitted with all of the required documentation, the Borough Council shall submit the request to the Police Department to review for the purpose of determining if the request can be granted without causing a safety hazard and the request does not conflict with any other Borough ordinance or state law restriction. After review by the Police Department, the Borough Council may approve the request by motion and majority vote of the Borough Council. The approval shall be valid for 12 months.
C. 
All approved requests automatically expire 12 months from date of approval. Individuals may submit requests to renew a handicap-only parking space the month prior to the expiration of a prior approved space. As long as the above conditions are met, unlimited renewals may be approved for the same spot and individual.
2. 
Designation for Handicap-Only Parking for Organizations and Businesses.
A. 
An organization or business may request that a parking space located adjacent to property operated by it be designated for handicap-only parking. To make a request, an organization or business must submit a written request to the Hughesville Borough Council that includes the following:
(1) 
Location of property where requested handicap-only parking space is desired;
(2) 
Identity of organization or business making the request;
(3) 
Number of spots requested;
(4) 
A sketch map of the location of the requested handicap-only spots and current off-street parking; and
(5) 
A statement that identifies how the requested handicap-only spots will provide better access than what is available through off-street parking.
B. 
If a written request for a handicap-only parking space is submitted with all of the required documentation, the Borough Council shall submit request to the Police Department to review for the purpose of determining if the request can be granted without causing a safety hazard and the request does not conflict with any other Borough ordinance or state law restriction. After review by the Police Department, the Borough Council may approve the request by motion and majority vote of the Borough Council. The approval shall be valid for as long as the organization or business operates the location or until the organization or business requests in writing that the designation be discontinued.
