1. Vehicular Parking.
A. No building or structure shall hereafter be constructed, enlarged, or modified, and no use or activity shall be conducted or expanded, unless provision is made on the same or adjacent premises for off-street parking and loading facilities meeting the requirements of §§
27-1301,
27-1302,
27-1303 and
27-1304, except as otherwise permitted by this Part.
B. A single parking space shall have a minimum rectangular dimension
of not less than nine feet in width and 18 feet in length, exclusive
of driveways, aisles, and other circulation areas.
C. Parking areas shall be paved, except private individual parking areas
on residential lots, and shall be adequately drained in a manner approved
by the Zoning Officer to provide for safe and convenient access at
all times.
D. No area within any public right-of-way shall be used in the calculation
of the required area for parking. Only the lot area, as defined in
this Part, of the subject parcel or property shall be used in such
calculation.
E. Parking areas, except those designed for individual residential units,
shall be designed so that each vehicle may access any parking space
without requiring the movement or relocation of any other vehicle.
F. Lots or parcels containing two or more uses shall be required to provide parking spaces in accordance with §
27-1308, Shared Parking. Uses on separate but adjoining parcels may provide parking spaces in accordance with §
27-1308, Shared Parking.
G. Parking areas shall not be located in any required green area or
space.
H. Any new off-street parking areas shall be located behind or to the
side of any buildings on a lot. Off-street parking areas for residential
uses which have no rear alley access shall not be located or constructed
in the area between the front building facade of the dwelling and
the public street used to provide the street address assigned to such
dwelling.
I. Off-street parking areas of more than four spaces shall be screened
with hedges, walls, fences or other landscaping at least 30 inches
in height if located in front or to the side of a building.
2. Bicycle Parking.
A. A property owner shall provide and maintain all required bicycle
parking so long as the use for which such parking spaces were designed
to serve still exists. Maintenance of bicycle parking spaces shall
include keeping all spaces and racks clear of snow, ice, and any other
obstructions.
B. Where required bicycle parking is provided as racks, the racks must
meet the following standards:
(1)
A bicycle and one of its wheels can be locked to the rack with
a high security U-shaped shackle lock without the removal of a wheel
from the bicycle;
(2)
A bicycle six feet in length can be securely held with its frame
supported in at least two places so that the bicycle cannot be pushed
over or fall in any manner that would damage its wheels or components;
(3)
Racks shall be placed a minimum of 30 inches on center from
one another and a minimum of 24 inches from any other obstructions;
with a forty-eight-inch minimum aisle separating racks and a minimum
clearance width of 12 inches for each bicycle; and
(4)
Each rack shall be securely anchored.
C. Where not provided as racks, required bicycle parking facilities
must be reviewed and approved by the Zoning Officer.

1. Minimum off-street parking requirements shall be as follows, except for within the OT Old Town District and the ES Elm Street Overlay District. (For parking requirements within the OT Old Town District and the ES Elm Street Overlay District, see §
27-1305.)
A. Dwellings: one space for each dwelling unit.
B. Lodging, including hotel, motel, bed-and-breakfast or tourist home:
one space for each rental unit.
C. Places of worship: one space for every five seats.
D. Club or lodge: one space for every 400 square feet of assembly area.
E. Theater or auditorium: one space for every six permanent seats or
one space for every 100 square feet of assembly area, whichever is
greater.
F. Mortuary or funeral home: one space for every 300 square feet of
assembly area.
G. Nursing, convalescent, or group-care home: one space for every four
patient beds.
H. Medical or dental clinic/office: one space for every 750 square feet
of office space used for serving patients and one space for each employee.
I. Restaurant (excluding drive-thru) or tavern: one space for every
300 square feet of gross floor area.
J. General offices: one space for every 750 square feet of office space.
K. Retail stores, shopping centers, general business, commercial and
personal service establishments: one space for every 750 square feet
of area used for sales and the display of merchandise.
L. Auto service stations, repair shops and garages: two spaces for each
service bay or area.
M. Student housing: one space for every two student residents.
N. Home occupations: one space for every employee not residing on site.
O. Child day-care center: one space for every 500 square feet of gross
floor area.
P. Recycling collection center: one space for every 1,000 square feet
of gross floor area.
2. The Zoning Officer shall determine the parking requirements for any
uses, structures or activities not specifically provided for above.
A parking report must be provided by the applicant with the following
information:
A. Location of business (including zoning designation).
F. Estimated number of customers per day.
G. Existing parking for two comparable businesses, one of which to be
located within the Borough where possible.
H. Number of spaces requested.
I. Any other relevant information.

Minimum off-street loading requirements shall be as follows,
except for within the Old Town District and the ES Elm Street Overlay
District, where such requirements only apply to the construction of
new buildings and structures:
A. At least one loading berth or area shall be provided for each establishment
with a gross floor area under 10,000 square feet. For establishments
with gross floor areas of more than 10,000 square feet, at least one
additional berth or area shall be provided for each additional 10,000
square feet or fraction thereof.
B. The dimensions of such a berth or area shall not be less than 10
feet by 25 feet.
C. All such loading facilities shall be located and designed so as not
to interfere with the movement of other vehicles and pedestrians.

1. Required off-street parking spaces shall be provided on the same lot as the principal use unless the applicant demonstrates to the Commission that a guaranteed long-term method of providing the spaces is available using an area of an adjacent or nearby lot located within 1,000 feet of the entrance of the principal use being served. If said off-premises lot does not share the same owner as the principal use, a Borough off-premises parking agreement form must be completed by the owners of both properties. Off-premises parking agreements are not subject to the shared parking calculation of the number of the required parking spaces to be made pursuant to §
27-1308 hereof.
2. No off-street parking shall be permitted within the minimum setback
of any required side yard or in any space between the curb and the
build-to line.

1. OT Old Town District and ES Elm Street Overlay District Exemptions. In recognition of the need to strongly encourage new construction and the reuse of building space, and recognizing the availability of existing parking lots and on-street parking areas, the requirements in §
27-1302 for minimum numbers of off-street parking spaces in this Part shall not apply within the OT Old Town District and the ES Elm Street Overlay District, except for any additional number of dwelling units.

1. On-street parking requirements shall be as follows, except within
the R-1 Low Density Residential District and within the R-1A Preservation
Residential District:
A. On-street parking may be provided along streets only where parking
is metered.
B. Such on-street parking may be counted toward the required parking for nonresidential uses as set forth in §
27-1302. On-street parking spaces may also be counted towards the number of parking spaces required consistent with §
27-1308, Shared Parking.
C. On-street parking areas may only be counted within 30 feet of the
lot frontage owned by the applicant or landowner, exclusive of any
driveway or other curb cut, and exclusive of any existing cartway
and perpendicular street.
D. A bona fide on-street parking space shall measure at least seven
feet in width and 20 feet in length, exclusive of any street cartway,
and shall be parallel to the curbline.
E. All eligible on-street parking areas shall be clearly depicted on
a plan. Such parking areas shall not conflict with any turning movements
off the cartway or obstruct access to any street, driveway, sidewalk,
crosswalk, other accessway, or fire hydrant.

1. Required
parking spaces may be provided through a shared parking arrangement
involving two or more new uses on a single lot. Shared parking requirements
shall be as follows:
A. Then
umber of required parking spaces shall be calculated according to
the following formula (See Table 27-1308.):
(1) Calculate the minimum parking spaces required for each proposed use
as if it were a separate use.
(2) Multiply the minimum parking spaces required for each proposed use
by the corresponding percentage in the table below for each of the
six time periods.
(3) Calculate the column total for each of the six time periods.
(4) The column (time period) with the highest value shall determine the
minimum number of required parking spaces.
C. A shared
parking agreement shall be provided between or among all parties using
a shared parking facility or area in order to meet the required number
of parking spaces of this Part if the lot is subsequently subdivided
or converted to a condominium form of ownership, or if the principal
uses and the parking area are not owned in common. Such an agreement
shall include, at a minimum the following items:
(1) A guarantee that all parties using the shared parking facility or
area shall have continuous access to those spaces.
(2) A plan for the long-term maintenance of the proposed shared parking
facility or area, including lighting and pedestrian facilities connecting
the parking spaces to the proposed uses.

The required number of spaces may be reduced for each of the following location criteria met. The amount of reduction shall be the cumulative percentage of all of the following criteria met. When the required number of parking spaces is being provided consistent with § 27- 1308, Shared Parking, the percentage reduction shall apply only to the total number of required parking spaces calculated pursuant to the provisions of §
