The intent of this chapter is to provide for the filling of vacancies in elective County offices in the County of Cayuga.
If a vacancy occurs in an elective County office, otherwise than by expiration of the term therefor, the County Legislature may fill the office by appointing to said office any person qualified under law to hold the office to which he is appointed.
A person appointed by the County Legislature pursuant to this chapter shall enter upon and faithfully discharge the duties of the office to which he shall have been appointed until such time as the office is filled as a result of a general or special election, as provided by law.
Except for those vacancies which occur between September 20 of any year and the general election in that year, all vacancies in elective County offices shall be filled at the next succeeding general election, unless earlier filled at a special election as provided by law. Vacancies occurring between September 20 of any year and the general election in that year shall be filled at the general election held in the next succeeding year, unless earlier filled at a special election as provided by law. The County Legislature may, in its discretion, proclaim a special election to fill any vacancy in an elective County office.
