The Cayuga County Legislature finds that its taxpayers have been overburdened by increasing numbers of people who have been immigrating into the County of Cayuga and State of New York for the purpose of applying for social service benefits.
The County of Cayuga, State of New York, does hereby establish a residency requirement for social services applicants within Cayuga County.
A. 
No person applying for Aid to Dependent Children or Medicaid benefits in the County of Cayuga shall be eligible to receive these benefits from the Department of Social Services until and unless the applicant has been a resident of the State of New York for a continuous period of at least 365 days prior to the date of application.
B. 
No person applying for home relief benefits in Cayuga County shall be eligible to receive this benefit from the Department of Social Services until and unless the applicant has been a resident of the State of New York for a continuous period of at least 365 days.
