The Cayuga County Legislature hereby finds that in these times of municipal fiscal hardship, it is ever more critical to control the expenditure of municipal funds. This Legislature further finds that the purpose of providing reasonable notice of the passage of local laws, heretofore mandated to be achieved by the publication of a true copy of the entire text of each local law twice in the official newspapers, can be achieved at great savings by the enactment of a local law permitting instead the publication once of a notice of adoption and an abstract of the provisions thereof, together with the details as to location and availability of a copy of the actual text for further review.
It is the intent of this chapter to amend and supersede the publication requirements of § 214, Subdivision 2, of the County Law which requires the publication of a true copy of each local law in the official newspapers of the County at least once per week in two successive weeks following enactment or adoption.
The Clerk of the Cayuga County Legislature, within 10 days after a local law has become effective or, in the case of local laws subject to permissive referendum, within 10 days after such local law is adopted, shall publish once a notice of adoption of same in the official newspapers of the County. Such a notice shall include an abstract of the local law and a statement that a copy of the local law may be obtained by any interested party at the office of the Clerk of the County Legislature during regular office hours. Said abstract and statement shall include the following:
A. 
The title, purpose and general effect of the local law;
B. 
The address of the Clerk of the County Legislature;
C. 
That requests for the entire text of the local law may be made in writing or in person to the Clerk of the County Legislature; and
D. 
That copies of the entire text of the local law will be made available to any requesting party for review at the office of the Clerk of the County Legislature or at the office of the clerk of the town, village or city in the County of Cayuga nearest to the residence of the requesting party, at no charge, with individual copies to be provided to a requesting party upon request at rates prevailing under Article 6 of the Public Officers Law.
The procedure provided for in this article is optional. Failure to publish an abstract and statement as provided for herein shall not affect the validity of any local law which is hereafter published in accordance with the provisions of County Law § 214, Subdivision 2, the intent hereof being to provide for an optional more economical method of publishing reasonable notice.
