County Law § 153 expressly authorizes a County Legislature to adopt local rules establishing voting proportions other than the affirmative vote of a majority of the membership of the County Legislature by which the County Legislature is authorized or required to act.

A. 
After adoption of a County budget, a 2/3 weighted vote is required to appropriate funds from the unreserved, unrestricted, unappropriated fund balance to another budgetary account.
B. 
After adoption of a County budget, a 2/3 weighted vote is required to appropriate funds from the contingency account to another budgetary account.
If any section of this article shall be held unconstitutional, invalid or ineffective, in whole or in part, such determination shall not deemed to affect, impair, or invalidate the remainder.
