A. There shall be a Department of Infrastructure and Development headed by a Director of Infrastructure and Development. The Director of Infrastructure and Development shall be appointed by the Mayor with the advice and consent of a majority of the full Council and shall serve continuously unless terminated pursuant to §
SC2-10. The compensation for the Director shall be determined by a majority of the full Council. All subordinate personnel shall be appointed as provided in § SC3-4.C of the City Charter.
B. For convenience of administration, the Mayor and Director
of Infrastructure and Development, with the consent of a majority
of the full Council, may divide the Department of Infrastructure and
Development into bureaus, such as a Bureau of Engineering, a Bureau
of Planning, a Bureau of Permits, a Bureau of Inspection and other
similar bureaus.

Under the authority of the Mayor and the direct
supervision of the City Administrator, the Director of Infrastructure
and Development shall:
A. Have general supervision and direction over the planning
and construction of the public ways, sidewalks, gutters, and utility
systems and such other public works or improvements as the city may
undertake.
B. Recommend from time to time to the Council through
the Mayor such public works or improvements as he deems necessary.
C. Supply engineering advice to the Mayor, the Council
or other officers of the city when they request it.
D. Do such other things as the Council or the Mayor may
require.

There shall be a Department of Field Operations headed by a Director of Field Operations. The Director of Field Operations shall be appointed by the Mayor with the advice and consent of a majority of the full Council and shall serve continuously unless terminated pursuant to §
SC2-10. The compensation for the Director shall be determined by a majority of the full Council. All subordinated personnel shall be appointed as provided in §
SC3-4C. of the City Charter.
