It is unlawful to leave an animal on a road, in a public place,
or on private property with the intent to abandon the animal, unless
the animal is a community cat being released as part of an approved
trap-neuter-return program approved by the Animal Control Authority,
in which event the animal may be released on private property with
the consent of its owner.
It is unlawful to willfully give or expose carbon monoxide or
other poison or ground glass to an animal with the intent that an
animal ingest it, except that an owner may mercifully put to death
the owner's domestic animal or deliver it to the Animal Control Authority
for disposition.
